MITIGATED DETERMINATION OF NONSIGNIFICANCE
Project Name: Riverwalk Estates. Project Applicant: AHBL Engineering, 2215 N. 30th St. #300, Tacoma, WA 98403. Case No: SEP25-0007. Associated Permits: PLT25-0001. Lead Agency: City of Fife. Location of Proposal: 3829 60th Ave E, Fife, WA 98424 (Parcels 0420182042 & 0420182008). Comment Period Begins: 06/16/26. Comment Period Ends: 06/30/26 at 5:00pm. Description of Proposal: Proposed development of twenty-five residential lots for single-family homes. Approximately four acres of the site is proposed to be developed. Improvements for access include a public single-family access road within a 48' ROW. Approximately 1,000 cubic yards of cut and 10,000 cubic yards of fill are proposed. All existing on-site structures and improvements are proposed to be removed. The northern end of the property is directly adjacent to the Oxbow, which has direct hydrologic connection to the Puyallup River and falls within that shoreline jurisdiction (see Figure 1B in the Map Appendix of Fife's Shoreline Master Program). As such, the ordinary high-water mark defines the end of said shoreline jurisdiction and the proposed areas for development are outside of the shoreline and are not regulated under the Shoreline Master Program.
Determination: The lead agency for this proposal has determined that the proposed action does not have a probable significant adverse impact on the environment, and an environmental impact statement (EIS) is not required, provided the mitigation measures in attachment A, are implemented concurrent with the proposal. This decision was made after review of a completed environmental checklist and other information on file with the lead agency. Public Comment Period: This Mitigated DNS is issued under WAC 197-11-340(2). The lead agency will not act on this proposal for 14 days from June 16, 2026. The public is invited to comment on this Mitigated DNS by submitting written comments to the City of Fife, Attn: Taylor Jones, 5411 23rd Street East, Fife, WA 98424 or comdev@fifewa.gov. Comments must be received by 5:00 pm on June 30, 2026. Appeal: Parties with standing may appeal this decision to the hearing examiner by submitting a written notice of appeal in accordance with FMC Chapter 14.10, along with a check for the applicable appeal fee, to the Fife Community Development Department, 5411 23rd Street East, Fife, WA 98424, within 14 days of the close of the public comment period. The deadline for appeals shall therefore be July 14, 2026, at 5:00 pm. Public Hearing: A public hearing is not a required action of this SEPA determination but is required for the Preliminary Plat permit associated with this SEPA determination. When scheduled, a notice of public hearing will be distributed in the same manner as this determination.
