City of Edgewood Notice of SEPA Determination of Non-significance (DNS) NOTICE IS HEREBY GIVEN that the City of Edgewood has made a SEPA determination on a City-initiated application: PROJECT NAME: 2027 – 2032 Transportation Improvement Plan (TIP) (File#26-004-CODE) LOCATION: Non-Project Action (Citywide) PROPOSAL: This is an annual update to the Transportation Improvement Plan (TIP), consistent with Revised Code of Washington (RCW) Chapter 35.77. A TIP is a short-range planning document showing funding sources and estimated amounts for motorized and non-motorized transportation projects planned for design and/or construction in the next six (6) years. SEPA: The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment, and an environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist, the Edgewood Comprehensive Plan, and other municipal policies, plans, rules, and regulations designated as a basis for exercise of substantive authority under the State Environmental Protection Act (SEPA) pursuant to RCW 43.21C. This information is available to the public by request and at: noa.edgewoodwa.gov. This Determination of Nonsignificance (DNS) is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of issuance. Comments must be submitted by 5:00 PM on May 26, 2026. Comments can be submitted to the Community Development Department at 10440 Dom Calata Way E, Edgewood, WA 98372 or comdev@edgewoodwa.gov. COMMENT PERIOD: Any interested person/party has the right to comment on the proposal, review file materials, request a copy of the decision. APPEAL PROCESS: Unless modified by the City, this determination will become final following the above comment deadline. Any person aggrieved by the City's final determination may file an appeal no later than 5:00 PM on June 9, 2026. Appeals must be submitted in writing and contain the information required in EMC 20.05.250(J) along with the required appeal fee. You should be prepared to make specific factual objections. All appeals shall contain a specific statement of reasons why the decision of the SEPA Responsible Official is alleged to be in error.
