PIERCE COUNTY NOTICE TO CONSULTANTS REQUEST FOR QUALIFICATIONS CRP 5907 ALTERNATIVE ALIGNMENT STUDY – ORTING VALLEY EAST CORRIDOR Pierce County solicits interest from consulting firms with expertise in providing a complete corridor study for an alternative roadway alignment between South Hill and SR 162. The preferred alternative, if constructed, will provide traffic congestion relief, create connectivity for integrated land use, and improve mobility for east-west traffic in this area of the County. The project is currently funded with local County Road Funds, but federal funding is anticipated in the future. This Cost-Plus Fixed Fee agreement will be for approximately 24 months in duration, with the option for Pierce County to extend it for additional time and money if necessary. The Request for Qualifications can be found on the Pierce County eProcurement Website at Pierce County Procurement Portal. Pierce County reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description Pierce County Planning and Public Works, Office of the County Engineer, Pierce County (County) is requesting engineering, environmental, geotechnical, public involvement, and design services for the purpose of conducting an alternatives feasibility study of a new roadway alignment connecting the west side of the Orting Valley to SR 162. The selected consultant will evaluate feasible corridor alternatives, identify environmental and engineering constraints, assess community and stakeholder considerations, and recommend a preferred alignment suitable for documentation in a programmatic State Environmental Policy Act (SEPA) Environmental Impact Statement (EIS).The County anticipates pursuing future federal funding for implementation of the recommended corridor. Accordingly, the consultant's work may be required to follow the Federal Highway Administration (FHWA) Planning and Environmental Linkages (PEL) Framework and result in a PEL Study Report structured to support and streamline future National Environmental Policy Act (NEPA) review. This alternatives feasibility study will be a multidisciplinary evaluation of arterial roadway alignments and will involve the evaluation and analysis of a variety of design and construction elements and parameters including but not limited to the following - Project Management, Existing Conditions Assessment, Geometrics and alignment considerations and constraints for up to 6 different alignment options including Military Road East, 128th Street East, and 144th Street East, Traffic analyses and modelling, Geotechnical considerations, Environmental Review and Planning-Level Analysis Right-of-Way and property acquisition considerations, Structural considerations including retaining walls, Hydraulic and drainage considerations, Traffic intersection control and illumination considerations, Utility coordination and relocation considerations, Constructability considerations, Project sequencing and staged construction considerations Construction cost estimates, Long-term maintenance and preservation considerations, Multimodal accommodation/viability considerations including connectivity with the Foothills Trail, Alternative evaluation and recommendation, Public outreach and stakeholder engagement. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1. Submittal Presentation 2. Accuracy and Completeness of the State of Qualification (SOQ) 3.Qualifications and Experience 4. Capacity and availability 5. Approach to the Work 6. References. Submittal Submittals should include the following information: Firm name, phone, and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project. Proposals must be received by the Procurement & Contract Services office before 3:30pm on Wednesday, June 10, 2026. One (1) electronic copy in pdf format, of the complete proposal. The electronic pdf copy is to be submitted via eProcurement Portal. The proposer is responsible for submission of proposal before the deadline. The County will not be responsible for late submittals.
