Metropolitan Park District of Tacoma Mitigated Determination of Nonsignificance Project Description: Portland Avenue Park Improvements Phase 1 Proponent: Parks Tacoma Project Location: 3513 E Portland Ave, Tacoma, WA 98404 Lead Agency: Parks Tacoma, 4702 South 19th Street, Tacoma WA 98405-1175 The lead agency for this proposal has determined that the project does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. This determination is subject to the mitigation measures identified below: Mitigation Requirements – The planning and design of the proposed Portland Avenue Park Improvements Phase 1 project is informed by multiple background studies, reports, community input and consultation with the Department of Archaeology and Historic Preservation (DAHP), the Puyallup Tribe of Indians, Nisqually Tribe, Muckleshoot Indian Tribe, and the Squaxin Island Tribe. A Cultural Resources Assessment (CRA) was completed by ESA with a final report dated 5/16/22. All work under this project shall be conducted in strict accordance with the requirements and protocols specified within the following: • Portland Avenue Park Project, Tacoma, Pierce County, Washington Cultural Resources Inadvertent Discovery Plan (ESA, November 2025) Prior to construction a preconstruction cultural resources awareness training will be held between the Project Archaeologist, Parks Tacoma Project Manager and other staff such as Contractor/Subcontractor and construction supervisors directly involved in ground disturbing construction. The training will describe the role of the Project Archaeologist, introduce the IDP, and establish a chain of communication and decision-making among the project team. The Construction of Portland Avenue Park Improvements Phase 1 shall not commence until the following have been provided: Construction Management & Coordination– A written plan for the construction staging and management shall be provided by the General Contractor and approved by Metro Parks Tacoma prior to the start of any construction activities. Elements of the plan shall include, but not necessarily be limited to site security, designated construction access, staging and parking areas, vehicular and pedestrian traffic control plans, vegetation protection, erosion control, and storm water controls, site and building inspection protocol and scheduling. This MDNS is issued under WAC 197-11-350. The lead agency will not act on this proposal for 14 days from the date below.
