PIERCE COUNTY NOTICE TO CONSULTANTS FOR CIVIL AND STRUCTURAL ENGINEERING DESIGN. – CRP 5938

Pierce County solicits interest from consulting firms with expertise in Civil and Structural Engineering. This Cost-Plus Fixed Fee agreement will be for approximately 24 months in duration beginning September 2026 and ending September 2028, with the option for Pierce County to extend it for additional time and money if necessary. The Request for Qualifications can be found on the Pierce County eProcurement Website at Pierce County Procurement Portal.
Pierce County reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses
Project Description. The County is initiating engineering design for County Road Project (CRP) 5938, the Chambers Creek Bridge Replacement Project. To support this effort, Pierce County is seeking an engineering firm to provide Preliminary and Final Design Engineering services for the project. This is anticipated to be a federally funded project and must adhere to the WSDOT Local Agency Guidelines. In 2023, Pierce County completed a Type, Size and Location (TS&L) study for the bridge replacement project which can be found here: Chambers Bay Estuary Restoration | Pierce County, WA - Official Website.The major features of the project are as follows:
Roadway, parking lot and bicycle/pedestrian improvements related to the new bridge,
Demolition plan for the existing bridge, Structural design for the proposed bridge and walls required for the bridge abutments and roadway approaches, Stormwater collection and treatment facilities, Pedestrian crossing enhancements and roadway illumination requirements for new pedestrian crossings and parking to improve access to the adjacent Chambers Creek Canyon trail system, Utility design for the new bridge and temporary utility bypasses during construction, including preconstruction investigations and ongoing coordination with utility providers and jurisdictions during the design process, Environmental permitting and mitigation, Communication and engagement with tribes, interested parties and the community, Determination of Right-of-Way needs and plan preparation, and Coordination with teams working on the other stages of the larger estuary restoration project.
Submittals will be evaluated and ranked based on the following criteria:
1.Previous recent (within last five years) experience completing final design and preparing contract special provisions and cost estimates for local agency major arterial roadways.
2.Previous recent (within last five years) experience completing final structural design and preparing contract special provisions and cost estimates for local agency bridges
3.Previous recent (within last five years) experience preparing environmental (wetland, stream, shoreline, protected species) mitigation and hydraulic designs using local, state and federal guidelines.
4.Specific expertise of key personnel, supported by brief resumes of each.
5.Previous recent (within last five years) experience engaging tribes, agencies, interested parties and the community on highly complex and controversial projects
6.Firm's strategy for successfully completing this project, overall project approach, and any innovative technologies or ideas for consideration on the project
7.Firm's background and stability, and success at providing similar services to other local government agencies, and availability to provide the requested services in projected time frame.
8.Firm's project delivery and management system and internal review process for keeping projects on schedule and within budget
9.Completeness, accuracy, and organization of the submitted Statement of Qualifications in response to the RFQ and overall evaluation of firm's ability to effectively provide the requested services
10.Firm's facilities including, but not limited to, computer equipment and applicable engineering programs and computer drafting capabilities.
Submittal
Submittals should include the following information: Firm name, phone, and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project. Proposals must be received by the Procurement & Contract Services before 3:30pm on Wednesday, May 6, 2026. One (1) electronic copy in pdf format, of the complete proposal. The electronic pdf copy is to be submitted via eProcurement Portal. The proposer is responsible for submission of proposal before the deadline. The County will not be responsible for late submittals.
