HUD ANNUAL ACTION PLAN FOR 2026
TACOMA - LAKEWOOD HOME CONSORTIUM
The Cities of Tacoma and Lakewood plan to adopt their 2026 Annual Action Plans, which outline the spending plans for federally funded housing, community and economic development, and public service activities. The Plans are required by the federal government to receive assistance from the Department of Housing and Urban Development (HUD), for funding from the Community Development Block Grant (CDBG) program, the HOME Investment Partnership (HOME) program and the Emergency Shelter Grant (ESG) program. As the lead entity of the HOME consortium, the Tacoma City Council will approve HOME-funded activities for both jurisdictions. This Plan also outlines involvement in funding decisions prior to the award of these funds. Following final action by the Tacoma and Lakewood City Councils, the Consolidated Plans are reviewed and subject to approval by HUD. CITY OF TACOMA - Proposed use of funds recommended for Tacoma City Council approval includes an estimated $3,670,358 in CDBG monies ($2,370,358 in new allocation, and $300,000 in program income, and $1,000,000 in prior year resources); $1,096,846 of the Tacoma portion of the Tacoma-Lakewood HOME Consortium funds ($820,023 in new allocation and $276,823 in program income); and $207,272 in new Emergency Solutions Grant (ESG) monies. Recommended activities will be implemented as part of the Plan beginning July 1, 2026. CITY OF LAKEWOOD - Proposed use of funds recommended for Lakewood City Council approval is based upon federal funding that includes an estimated $555,719.83 in CDBG monies ($480,000 in new allocation, $75,719.83 in reprogrammed prior year funding, and $100,000 in program income); and $385.717 of the Lakewood portion of the Tacoma-Lakewood HOME Consortium monies ($250,503 in new allocation, $135,214 in program income). Additional activities include amendment of Lakewood's FY 2025 Annual Action Plan to include the reallocation of $10,000 in CDBG funding from Activity #261 – Emergency Payments Program, to Activity #262 – Emergency Assistance for Displaced Residents. Recommended activities will be implemented as part of the Plan beginning July 1, 2026. As federal funding allocations are not yet finalized, actual allocations shall be adjusted on a percentage basis and all awarded amounts will be adjusted accordingly. CITIZEN REVIEW COMMENTS - The recommended Plans for each jurisdiction will be available for public review for a period of at least 30 days. City of Tacoma's Plan will be available for comment from April 1 - May 1, 2026. City of Lakewood's Plan will be available for comment from April 1-30, 2026. CITY OF TACOMA - Copy of the Plan documents are available for review on the City's website at www.tacoma.gov/conplan. Limited copies are available by post upon request. A public hearing by the Tacoma City Council is scheduled for April 21, 2026, at 5:00 PM with final action by the Tacoma City Council scheduled on May 5, 2026.
