Notice of Application / SEPA Optional Determination of Nonsignificance
NOTICE IS HEREBY GIVEN that the City of Edgewood, Washington has received an application for the following proposal:

APPLICANT: Massey, Mizuki
LOCATION: 3527 100TH AVENUE CT E | Tax Parcel(s): 0420165009, 0420165008, 0420165012, 0420161102, and 0420161121
PROPOSAL: To subdivide five existing lots, totaling approximately 5.68 acres into sixty-two (62) residential lots in the Mixed-Use Residential zoning district. Of these, fifty lots are planned for single detached single-family homes. The remaining twelve lots will accommodate six duplex buildings. Access to the development is proposed from 36th St E (public road) onto an internal private road. The proposal includes an Administrative Variance Request (26-1080 VAR) to minimize setbacks.

SEPA: The City's State Environmental Policy Act (SEPA) responsible official has a reasonable basis for determining that significant adverse impacts are unlikely and/or can be mitigated, and expects to issue a Determination of Nonsignificance (DNS) using the optional DNS process under Washington Administrative Code (WAC) 197-11-355 and Edgewood Municipal Code (EMC) 20.05.120. This may be the only opportunity to comment on the environmental impacts of the proposal. The proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an Environmental Impact Statement (EIS) is prepared. A copy of the s subsequent threshold determination for the specific proposal may be obtained upon request.
The public may comment on the application until 5PM, on April 13, 2026. We encourage the public to submit comments to the City via e-mail at: comdev@edgewoodwa.gov.
