PUBLIC NOTICE PUGET SOUND CLEAN AIR AGENCY Proposed Order of Approval No. 12242 Georgia-Pacific Gypsum LLC 1240 Alexander Ave. E Tacoma, WA 98421 The Puget Sound Clean Air Agency is providing public notice for a proposed permit for Georgia-Pacific Gypsum (GP) to modify the current wallboard dryer operations to include the production of specialty wallboard with a different formulation to the existing wallboard line system. GP currently produces a number of wallboard products using a variety of wet and dry additives that were reviewed under previous permits. The proposed permit would also limit the heat input of the existing wallboard dryer to 100 million BTU per hour. The facility is currently in the operating permit program associated with major sources of air pollution. The analysis reviewed potential facility-wide emissions based on the proposed production changes and on updated emissions factors. Limits set in this permit will reduce the facility's potential emissions below the thresholds for which an air operating permit is required. Potential emission increases associated with the proposed permit include 3.0 tons per year of particulate matter (10 microns or less), 14 tons per year of carbon monoxide, 20.8 tons per year of volatile organic compounds, 8.8 tons per year of formaldehyde and 3.3 tons per year of methanol. Potential emissions of particulate matter (2.5 microns or less) are reduced by 3.8 tons per year, and other pollutant emission rates remain unchanged. Emissions from the wallboard line are based on the type and quantity of wallboard produced and site-specific emission factors. The facility will also replace multiple shorter exhaust stacks on their wallboard line with a taller single stack. The change to a single taller stack will simplify future emissions testing. The proposed permit imposes new requirements for recurring testing of emissions of particulate matter, carbon monoxide, volatile organic compounds, and formaldehyde. PRELIMINARY DETERMINATION The Agency has completed a review of application No. 12242. Based on this review, the Agency has made a preliminary determination that the proposal meets all the requirements of Regulations I, II, and III, and draft Order No. 12242 should be approved, subject to the conditions in the Order of Approval. The Agency, as the lead agency for this proposal, has also made a preliminary determination that the proposal would not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed Environmental Checklist and other information on file at the Agency. This information is available to the public upon request. The Determination of Nonsignificance (DNS) for this proposal is issued in accordance with WAC 197-11-340(1), WAC 197-11-970, and Puget Sound Clean Air Agency Regulation I, Sections 2.07 and 2.12; Puget Sound Clean Air Agency will not act on this proposal before April 24, 2026. PUBLIC COMMENT The proposed Order of Approval and Determination of Nonsignificance (along with the information considered in making this preliminary determination) are available from the Agency's website at www.pscleanair.gov. These documents are also on file and available for inspection at the Agency's office located at 1904 Third Avenue, Suite 105, Seattle, Washington, telephone (206) 343-8800. Written comments with respect to the proposed Order and Determination of Nonsignificance must be mailed to Maggie Corbin, Engineer, at Puget Sound Clean Air Agency, 1904 Third Avenue, Suite 105, Seattle, Washington 98101, faxed to the Engineering Manager at (206) 343-7522, or e-mailed to PublicComment@pscleanair.gov by April 24, 2026. Any person or entity may request a public hearing within the comment period provided that any such request shall state the person's or entity's interest in filing it and why a hearing is warranted. All comments received during the comment period will become part of the public record.
