INVITATION FOR BIDS
Notice is hereby given that sealed bids will be received by the City of Fife at City Hall up to the hour of 1:00 p.m. on April 9, 2026, for the City of Fife David Court Waterline, Storm Drainage, and Paving Upgrade Project and will then be opened and publicly read. City Hall is located at 5411 23rd Street East, Fife, Washington. Proposals received after 1:00 p.m. on April 9, 2026, will not be considered.
The work for the Waterline Upgrade includes installation of new 8-inch and 12-inch waterlines totaling 1,633 linear feet in 26th Street East and Berry Lane East. There will be three points of connection. Two connections will be made in David Court East, and one connection will be made within the public easement located immediately west of the terminus of 26th Street East. Three new Fire hydrants will be installed, and seventeen residential water services will need to be reconnected. The existing 6-inch asbestos water main will be abandoned in place except where it conflicts with new improvements.
The work for the Storm Drainage Upgrade includes the installation of 177 linear feet of 8-inch diameter ductile iron storm sewer pipe, 440 linear feet of 12-inch diameter ductile iron storm sewer pipe, fourteen Type 1 catch basins, a stormwater treatment vault, and roadside swales. These upgrades will be in the right-of-way of the following roads: Berry Lane East, David Court East and 27th Street East.
The work for the Paving Upgrade includes a combination of full depth Hot Mix Asphalt pavement and base replacement, and a 2-inch Hot Mix Asphalt Overlay. The project will utilize approximately 1,450 tons of Hot Mix Asphalt, and approximately 1,140 tons of Crushed Surfacing Base Course. 3,700 square yards of existing bituminous pavement will be removed.
These upgrades will be in the right-of-way of the following roads: Berry Lane East, David Court East, 26th Street East, and 27th Street East.
A pre-bid meeting will be held on March 31, 2026, at 1:00 p.m. at 5001 26th St E, Fife, WA (this address is at the project site). Attendance of the pre-bid meeting is voluntary. The deadline for bidder questions is 1:00 p.m. on April 2, 2026.
Bids shall be submitted on the prescribed Bid Forms and in the manner stated in this invitation and in the Bid Document and said bids shall be accompanied by a bid deposit in the form of cash, cashier's check, certified check, postal money order, or a surety bond to the City of Fife in the amount of five percent (5%) of the total amount of the bid. Bid Bonds submitted on other than the bond form provided by the city may be subject to rejection. Faxed bids and/or surety bond will not be accepted.
Bids shall be submitted in a sealed envelope with the outside clearly marked "sealed bid" with the bid opening date and time, and the project name as it appears in this invitation and the name and address of the bidder. Bids shall be addressed to the City Clerk, City of Fife City Hall, 5411 23rd Street East, Fife, WA 98424.
