Request for Qualifications (RFQ 26016C) Design-Build Services for the Tacoma Public Schools Clean Buildings – Phase 3 Bundle project. Instructions to Respondents Project Information: The Tacoma Public Schools (TPS) is requesting qualifications from firms interested in providing Design-Build (DB) services related to the TPS Clean Buildings – Phase 3 Bundle project. The alternate Public Works contracting procedure authorized in RCW 39.10.300 through 39.10.330 will be utilized for this project. This project will utilize the Progressive Design-Build (PDB) delivery method. Firms with previous PDB experience, or experience using a similar alternative construction delivery format, are encouraged to submit. During the project, the Design-Builder will receive direction from designated representatives in the TPS Planning & Construction Office and will work collaboratively as a member of a team to achieve project objectives. In addition to staff from the TPS Planning and Construction Office, the TPS team may include representatives from other District departments, the Design/Build Consultant (Parametrix) and other TPS consultants. Work of this Project may include, but not limited to: as-builting existing conditions, equipment inventorying, energy auditing/reporting, development of operation and maintenance plans, design, construction/installation, and commissioning related to utility and energy conservation measures at multiple facilities across the District. It is anticipated that facilities included in this Project may include, but not be limited to, District facilities that are between 50,000-89,999sf (Tier 1) facilities and facilities that are between 20,000-49,999sf (Tier 2). The Work of this Contract is being driven by the State of Washington Clean Buildings Act and the Clean Buildings Performance Standards (WAC 194-50). A mandatory pre-submittal project information meeting will be held March 19, 2026, starting at 2:30pm in the TPS Maintenance and Operations Building, at 3223 S. Union Avenue Tacoma, WA.
