DETERMINATION OF NON-SIGNIFICANCE Auburn School District No. 408 Middle School No. 5 DESCRIPTION OF PROPOSAL: The proposed action is grading, infrastructure, stormwater and associated permit approval from the City of Auburn for Middle School No. 5. The proposed school building is planned to be approximately 118,000 square feet. The permanent school building on the campus will have the capacity to serve 800 students. There are also areas for future portable classrooms (10) with the capacity for 250 additional students, which brings the total up to 1050 students. Primary access to the site will be from Sumner Tapps Highway East, along the northern edge of the property, via a new single-lane roundabout. A secondary, gated, and access-controlled bus entrance and exit would be provided at 16th Street East, along the eastern boundary, forming a new fourth leg of the existing signalized intersection. Vehicular access from Sumner Tapps Highway East will lead to two parking areas designated for visitors, parents, staff and event attendees. The project includes approximately 288 on-site parking spaces. The main school building is located south of the main parking area. To the west of the new school and parking lots are two athletic fields. The northern field would accommodate track and field events, football, soccer and lacrosse. The southern field would support baseball, softball, soccer and lacrosse. Approval being sought for this project includes grading and/or filling permits as well as stormwater approval and building permits. PROPONENT: Auburn School District No. 408 LOCATION OF PROPOSAL: The proposed Middle School No. 5 will be located at 2212 Sumner Tapps Highway East Auburn, Washington. It is located in in Section 05, Township 20 N, Range 5 E, W.M. This proposal will be reviewed for compliance with all applicable City of Auburn codes, which regulate development activities. The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This determination assumes compliance with State law and City of Auburn ordinances related to general environmental protection including, but not limited to, access improvement requirements, drainage and utilities. This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public upon request. It is the policy of the District that, when undertaking an action involving the exercise of substantive SEPA authority, the District shall consider, as appropriate under the circumstances, the ramifications of such action as to one or more of the factors listed in Auburn School District Policy 6890, Substantive Authority, which adopts WAC 197-11-660 by reference. This DNS is issued under WAC 197-11-340(2). The lead agency will not act on this proposal for 14 days from the date below.
