REQUEST FOR STATEMENTS OF QUALIFICATIONS
ENGINEERING DESIGN SERVICES
The Town of Steilacoom is soliciting statements of qualifications and performance information from professional engineering firms interested in providing engineering planning, design, and permitting services for the Town of Steilacoom's Garrison Springs Creek Restoration Project. No mandatory DBE goal is included with this request for qualifications. The anticipated schedule is to commence work in April 2026 and the ending date for the work is September 30, 2026. Consultants may be considered for subsequent phases of work associated with this project.
The project will complete restoration design through the issued for construction milestone, present design iterations to the public as part of a community engagement program used to inform design review, and prepare applications for the required permits and approvals.
The contract will be a Cost-Plus Fixed Fee type/method of payment. Funding for this effort is provided through the State of Washington and US Environmental Protection Agency. Interested firms should have a proven track record of providing successful engineering and design services involving US EPA (Office of Management and Budget Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards regulations – 2 CFR Part 200) and Washington State Recreation and Conservation Office requirements. Respondents should anticipate project monitoring by the US EPA as the project progresses.

Responses must be delivered by email to Paul Loveless, Steilacoom Town Administrator, at paul.loveless@ci.steilacoom.wa.us no later than 5:00pm on March 16, 2026. Submittals received after this date/time will not be considered as responsive.
Responses to the RFQ shall respond to the following criteria:
Qualifications of key personnel - Resume or curriculum vitae for project principals responsible for meeting project deliverables and milestones. Within this section, please also include rates for project personnel, and indicate whether these rates include an overhead fee or if a separate fixed fee will be included.
Relevant experience of project team - List of representative projects with supporting information (e.g., project highlights, ability to meet timelines & deliverables) relevant to the Garrison Springs Creek Restoration project. In addition, experience working with public funding sources to complete similar projects, particularly in the use of federal funds.
Project organization and approach - Describe and depict how the project team will be organized, how the team will tackle the scope of work included in this RFQ, and projected timeline for completing the work.
Ability to provide services in project time frame - Describe experience with meeting deliverables from similarly-complex projects, with an emphasis on meeting milestones, deadlines, and budgets.
In addition, where appropriate to include, respondents shall identify their experience with completing projects funded through federal and state grant sources as well as meeting the project monitoring and audit requirements of federal and state grant sources. Respondents shall also include in their proposals a commitment to assist Town staff in file management as it relates to required forms, documents, and other records to demonstrate compliance with identified funding sources for engineering design services.
Upon review of the submittals, up to three selected firms will be invited for interviews. The estimated procurement date is April 15, 2026.
