Progressive Design-Build Services for the TPS Clean Buildings – Phase 3 Bundle project.
Project Information:
Tacoma Public Schools is planning to release an RFQ in mid-March 2026 for Progressive Design-Build (PDB) Services for the TPS Clean Buildings – Phase 3 Bundle project. The alternate public works design-build contracting procedure authorized in RCW 39.10.300 through 39.10.330 will be utilized for the project.
Qualified firms with previous PDB experience or experience using a similar alternative construction delivery format are encouraged to submit.
The work in this project will include services related, but not limited to, the audits/assessment, reports/recommendations, design, permitting, installation/construction, start-up, commissioning and performance monitoring/testing of accepted measures to verify their performance for the purposes of certification and compliance with the Clean Buildings Performance Standards (WAC 194-50).
The funding for this project was included in a Capital Levy that was passed by the voters of the City of Tacoma in February of 2024. The estimated total GMP budget for design and construction of this project is approximately $8,000,000. The actual project budget will be identified in the RFQ, when released.
When the RFQ document is complete, the project will be advertised and the RFQ will be available for download on the Tacoma Public Schools Electronic Bid Management System "Bonfire" website at: https://tacoma.bonfirehub.com/portal/?tab=openOpportunities. Design-Builders will be required to register on the Bonfire website before they can download the RFQ. When registering on the website, follow instructions and use at least one or any combination of the following classification/commodity codes, as applicable for your firm: 906-10, 906-38, 909-21, 909-22, 909-24, 909-27, 909-31, 912-38, 925-44 and/or 958-26.
As part of Tacoma School District's commitment to investing in the community, as documented in its 2016 Community Inclusion Commitment, contractors on District projects will be expected to implement an outreach plan to attempt to meet or exceed the District's utilization goals of ten percent (10%) certified minority-owned businesses, six percent (6%) certified women-owned businesses, five percent (5%) certified small business enterprises and thirty percent (30%) local businesses on this project, based on the prime contractor's total contract dollar amount. "Local" business is defined as having headquarters, or a significant, permanent and fully staffed branch office located in Pierce County, Washington.
