Metropolitan Park District of Tacoma Mitigated Determination of Nonsignificance Project Description: Peck Community Sports Park Project Proponent: Metro Parks Tacoma Project Location: 1425 S State St, Tacoma, WA 98405 Lead Agency: Parks Tacoma, 4702 South 19th Street, Tacoma WA 98405-1175 The lead agency for this proposal has determined that the project does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. This determination is subject to the mitigation measures identified below: Mitigation Requirements – The planning and design of the proposed Peck Community Sports Park Project is informed by multiple background studies, reports and design standards. The design, construction and management of the Peck Community Sports park shall generally comply with the recommendations set forth within the following documents: 1. Geotechnical Report (Associated Earth Sciences 2025) 2. Cultural Resource Assessment (ESA 2025) 3. Arborist Report (Atlas 2024) 4. City of Tacoma Urban Forestry Manual (COT 2025) The Construction of the Peck Community Sports Park Project shall not commence until the following have been provided: Construction Management & Coordination– A written plan for the construction staging and management shall be provided to and approved by Metro Parks Tacoma prior to the start of any construction activities. Elements of the plan shall include, but not necessarily be limited to site security, designated construction access, staging and parking areas, vehicular and pedestrian traffic control plans that protect public access to existing on-site facilities outside the Limits of Construction, vegetation protection, erosion control, and storm water controls, site and building inspection protocol and scheduling. Construction Practices – Peck Athletic Complex is currently owned, managed and maintained by Parks Tacoma. A Master Plan for this facility was completed and adopted by the Board of Park Commissioners in 2023 and shall inform current and future phases of facility development. Prior to beginning construction, the General Contractor shall be required to prepare a written plan outlining Best Management Practices (BMPs) to be implemented and monitored for this project. Adherence to this plan will ensure protection of on-site assets and infrastructure and prevent adverse impacts to areas slated for future development under MPT sponsored projects also in conformance with the Master Plan. Of particular importance is the full and complete revegetation of any disturbed ground surfaces within the park boundaries that would serve as natural turf playfields upon completion of this project. Protection of existing trees during construction shall adhere strictly to the specifications expressed within the City of Tacoma Urban Forest Manual. This MDNS is issued under WAC 197-11-350. The lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted in writing to the Responsible Official and received by 5pm, February 20, 2026.
