This update is intended to implement policy from the 2024 Comprehensive Plan Update, Economic Development's 2025 Childcare Report, and the new state law SB5509. Implementation of these documents into the Pierce County code will result in Child Care facilities being permitted outright in the Urban area, excluding industrial zones. In the Rural area, Child Care centers will be permitted at an administrative use permit when at Level 1 (fewer than 25 children) and permitted at conditional use permits when at Level 2 (25 or more children). Additionally, clarifying language will be added to sections pertaining to Home-Based Day Care facilities. The proposed changes are intended to increase the variety of housing types in the urban area, diversify homeownership opportunities, and increase consistency between Pierce County residential development and its Cities and Towns. A draft of the proposed code amendments is available at https://www.piercecountywa.gov/8568/Land-Use-Housing-Code-Updates.
