Notice of Application / SEPA Optional Determination of Nonsignificance NOTICE IS HEREBY GIVEN that the City of Edgewood, Washington has received an application for the following proposal: FILE#: 25-1441 THE HIVE DESIGN REVIEW APPLICANT: Brett Lindsay LOCATION: 10014 24TH ST E | Tax Parcel(s): 0420094115 PROPOSAL: The project proposes a mixed-use development consisting of two 3-story mixed use buildings, four 4-story apartment buildings, a two-story amenity building with a managers unit and four guest studios, and a pool house. The project will result in a total of 176 residential units, approximately 9,600 square feet of commercial space, 251 parking spaces, and 21 bicycle parking spaces. Other onsite improvements include a children's playground, pickle ball courts, refuse are, and large 24-Street East Plaza area. COMMENTS DUE: January 12, 2026 @ 5:00 pm SEPA: A Washington State Environmental Policy Act (SEPA) review and threshold determination is required for this project. The City will review the proposal for consistency with Washington Administrative Code (WAC) Chapter 197-11 and Edgewood Municipal Code (EMC) Chapter 20.05.
