NOTICE OF ADVERTISEMENT
REQUEST FOR STATEMENTS OF QUALIFICATIONS
ENGINEERING DESIGN SERVICES
The Town of Steilacoom is soliciting statements of qualifications and performance information from professional engineering firms interested in providing engineering planning and design services for the Town of Steilacoom's Garrison Springs AOP Culvert Replacement Project CAOP-2855(005). No mandatory DBE goal is required. The anticipated schedule is to commence work in January 2026 and the ending date for the work is April 30, 2026. Consultants may be considered for subsequent phases of work associated with this project.
The project will complete preliminary design, perform engineering design studies (including installing stream and tide gages and monitoring stream flow to develop detailed design parameters, geotechnical analysis of the proposed culvert foundation), prepare applications for the required permits and approvals
The contract will be a Cost-Plus Fixed Fee type/method of payment.
The project involves a combination of Federal and local funding. Interested firms should have a proven track record of providing successful engineering and design services involving FHWA and WSDOT (LAG Manual) requirements. WSDOT will audit the project to ensure compliance.
Responses are due at the Public Works office (Attn: Linda Orozco) at 1030 Roe St., Steilacoom, WA 98388 no later than 10:00 a.m. on January 9, 2026. Submittals received after this date/time will not be considered as responsive.
Three copies of the Statements of Qualifications and Experience are required (no more than 10 pages front and back in length) and shall include at a minimum:
A proven track record in engineering design studies involving Federal funds, WSDOT LAG Manual compliance and reporting requirements.Key personnel, firm experience, ability to meet schedule, past performance, in-house expertise.A demonstrated ability to supply the Town of Steilacoom Public Works Department with complete engineering design studies for this project. This includes but is not limited to on-site meetings, periodic design study review, QA/QC, and cost estimation, consistent with WSDOT (LAG Manual) and Federal funding requirements.Ability to provide survey (either directly or indirectly through a subcontractor) of all lines, grades and measurements for the design of the work within the right of way of Chambers Creek Rd.Ability to assist Town staff in file management as it relates to required forms, documents, and other records to demonstrate compliance with the WSDOT Local Agency Guidelines and Federal funding requirements for planning design engineering services.
Upon review of the submittals, selected firms will be invited for interviews. The estimated procurement date is January 29, 2026.
