DETERMINATION OF
NONSIGNIFICANCE
Description of proposal: The Water System Plan Update provides Fruitland Mutual Water Company (FMWC) with an evaluation of its water system for the required planning period. The Water System Plan Update identifies improvements to the water system's source, storage, and distribution, and operation and maintenance projects, that when implemented, enable FMWC to continue to provide a high-quality and dependable supply of water to existing and future customers. The Water System Plan Update was developed in compliance with DOH requirements, including the applicable WAC 246-290 sections and the Water System Design Manual (June 2020). The FMWC service area is approximately 5.4 square miles, located approximately 8 miles east-southeast of Tacoma. The service area is within an area known as the "South Hill" of Puyallup. The water system serves approximately 16,000 people.

Location of proposal, including street address, if any: The FMWC service area is located in the southwestern portion of the City of Puyallup and partially within unincorporated Pierce County. It lies mostly within five Sections: Section 32 Township 20N Range 4E, and Sections 4, 5, 8 and 9 Township 19N Range 4E. The service area is illustrated in the Water System Plan Update.
Lead agency: Office of Drinking Water, Environmental Public Health Division, Washington State Department of Health
The lead agency for this proposal has determined it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
This DNS is issued under WAC 197-11-340(2). The lead agency will not act on this proposal for 14 days from issuance. Comments must be submitted by 12-24-2025 to crystal.nuno@doh.wa.gov.
