Drainage District #23 2026 Resolution # 47 The Commissioners of Drainage District No. 23 wish to assess all the property owners served by or benefiting from the District facilities. According to requirements of RCW 85.32, the Commissioners of Drainage District No. 23 do hereby make the following resolutions. 1. The Board of Commissioners of Drainage District No.23 have determined that District facilities are furnishing and will furnish service and benefit to the property owners on the Roll of Drainage District No. 23. 2. The method used to determine the amount each parcel will be assessed and will follow the procedure outlined in paragraph #1 of the memorandum dated October 16, 2025, from the office of the Assessor Treasurer of Pierce County as follows:Using the last roll approved in the manor required by RCW 85.32, divide the Assessed Value or each parcel by the total assessed value of the district that year, creating a table of percentages which each parcel must pay of the total. Then by legislative action alone, with only legal notice required for such action, adopt a resolution for that collection year setting the total dollars authorized to be collected as assessments. 3. The amount to be collected for maintenance and operations of Drainage District No. 23 will be approximately S 179,000.00 plus a S2.00 per parcel fee charge from the Assessor's Office. 4. The Roll of Properties are on file with the District and will remain open to inspection by any party at reasonable times. 5. A public hearing will be held by the Board of Commissioners of Drainage District No. 23 on November 20, 2025 at 11:00am at the Fife Public Library in Fife. This hearing will be for the purpose of giving consideration to facts and making an ultimate determination concerning the Roll of Properties. 6. At the time of the hearing, the Board of Commissioners will hear all filed objections and will review, adopt, modify, or revise the Roll consistent with existing facts so that the properties receiving service benefits from the District facilities shall pay justly and equitably for the service in proportion to the benefits received. 7. During or after the hearing, the Board of Commissioners will determine the ultimate facts concerning the service and benefits received by all property owners on the Roll and will adopt the Roll in its final form. 8. When the final Roll is adopted, annual levies will be made by the District against the properties based on valuation of the properties shown on the Roll. The purpose of such levies is to raise money based on the benefit and service the property on the Roll will receive, for the continuous operation and maintenance of Drainage District No. 23.
