Pierce County solicits interest from consulting firms with expertise in developing and implementing Community-based transportation options education project for residents and commuters. This Cost-Plus Fixed Fee agreement will be for approximately 24 months in duration with the option for Pierce County to extend it for additional time and money if necessary. The Request for Proposal can be found on the Pierce County e-Procurement Website at https://procurement.opengov.com/portal/piercecountywa. Pierce County reserves the right to amend terms of this "Request for Proposal" (RFP) to circulate various addenda, or to withdraw the RFP at any time, regardless of how much time and effort consultants have spent on their responses.
Project Description
The successful firm will have the opportunity to develop and implement a community-based transportation options education project for residents and commuters. Participants in the project will learn about the benefits of riding the bus or train, joining a carpool or vanpool, and bicycling and walking for their local and regional trips. Transportation options, training, tools, and support services will support participants through the adoption process
The major features of the project are as follows:
Determine which Pierce County school districts, community groups, businesses or neighborhoods that have potential to adopt new sustainable transportation habits for all trip types.
Engage with residents, school districts, universities, businesses, transit agencies, community organizations, other Pierce County departments and divisions, and other groups to determine the trip reduction program components that meet their needs.
Be responsible for developing, deploying, measuring, mid-project assessment and reporting on progress of the strategies for the length of the project timeline.
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria. Worth 100 points:
1. Approach to Work – 20% of total points
2. Qualifications and Experience – Key personnel of the firm 20% of total points
3. Identifying Project Strategies – 10% of total points
4. Program Development – Demonstrated experience developing/deploying trip reduction – 15% of total points
5. Engagement and Marketing Experience – 15% of total points
6. Capacity and Availability to meet schedule – 10% of total points
7. Proposal Presentation – clear, logical and organized – 5% of total points
8. Past performance and familiarity with WSDOT & FHWA standards and requirements as pertains to the scope of services – 5% of total points
Timeline
The County expects to evaluate, negotiate, and execute a contract by the 2nd Quarter of 2026.
Submittal
Submittals should include the following information: Firm name, phone, and fax numbers; Name of Principal-in-Charge and Project Manager; and number of employees in each firm proposed to project. Proposals must be received by Pierce County Procurement & Contract Services before 1:00pm on Friday, Dec 12, 2025. One (1) electronic copy in pdf format of the complete proposal shall be submitted via eProcurement Portal. The proposer is responsible for submission of proposal before the deadline. The County will not be responsible for late submittals.
