Request for Qualifications (RFQ 26004C) Design-Build Services for the Foss High School (FHS) Renovations project. Instructions to Respondents Project Information: The Tacoma School District is requesting qualifications from firms interested in providing Design-Build (DB) services related to the Foss High School (FHS) Renovations project. The alternate Public Works contracting procedure authorized in RCW 39.10.300 through 39.10.330 will be utilized for this project. This project will utilize the Progressive Design-Build (PDB) delivery method. Firms with previous PDB experience, or experience using a similar alternative construction delivery format, are encouraged to submit. During the project, the Design-Builder will receive direction from designated representatives in the Tacoma Public Schools (TPS) Planning & Construction Office and will work collaboratively as a member of a team to achieve project objectives. In addition to staff from the TPS Planning and Construction Office, the TPS team may include representatives from other District departments, the Design/Build Consultant (Parametrix) and other TPS consultants. Foss High School is located in Tacoma's Central Tacoma neighborhood at 2112 South Tyler Street, immediately north of Highway 16. The PDC shares a site of approximately 36 acres, comprised of six parcels. The original Foss High School, totaling approximately 191,800sf, was constructed in 1972. In 1997 an approximately 4,750sf Student Commons addition was made. In 2005, there were multiple building additions made, totaling approximately 59,460sf. Those additions included a 2-story Science Classroom addition, a 2-story Classroom Addition, a Gymnasium addition and a Boiler Room addition. This project will generally involve the replacement of flooring and repainting at select classrooms throughout the building, upgrading the lighting system to LED throughout the building, replacement of the swimming pool boiler, and select miscellaneous renovations within the facility. The preliminary, GMP budget for design and construction of the Project is $6,000,000. This project is funded under a capital bond that was passed by voters in February of 2024. A pre-submittal meeting and walkthrough will be held October 22, 2025, starting at 3:30pm at Foss High School, 2112 South Tyler Street, Tacoma WA. Please check in at the front desk.
