Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds September 2, 2026 Centre County 420 Holmes Street Bellefonte, PA 16823-1401 (814) 355-6700 This notice shall satisfy two separate but related procedural requirements for activities to be undertaken by Centre County. Request for Release of Funds On or about September 18, 2026, Centre County will submit a request to the State c/o Department of Community and Economic Development (DCED) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974, Public Law 93-383, as amended, to the following project: HAMA Plum Street Water Main Centre County on behalf of Haines Aaronsburg Municipal Authority (HAMA) has allocated Community Development Block Grant (CDBG) entitlement funds from Federal Fiscal Year (FFY) 2025, Contract Number C000095921, in the amount of $202,808.00 to the HAMA Plum Street Water Main activity occurring on Plum Street, Village of Aaronsburg, Haines Township, Centre County, Pennsylvania. The proposed scope of work includes replacement of 600 linear feet of the outdated and deteriorated water main and associated infrastructure currently located on Plum Street. Associated infrastructure includes but is not limited to replacement of an existing outdated fire hydrant that has exceeded its useful life and installation of a new fire hydrant. FINDIng of No Significant Impact Centre County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. All comments received by September 17, 2026 will be considered by Centre County prior to authorizing submission of a Request for Release of Funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION Centre County certifies to DCED that Raymond J. Stolinas Jr., in his capacity as Director, Planning and Community Development, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. State's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Centre County to use Program funds. Objections to Release of Funds The State will accept objections to its release of funds for Centre County's certification received for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following basis: (a) the certification was not executed by the Certifying Officer of Centre County; (b) Centre County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Department of Community and Economic Development at: chrhowe@pa.gov.
