Notice is hereby given that the Madisonburg Water Works, Centre County, Pennsylvania, will receive sealed bids or proposals via the PennBid Program for the Madisonburg Water Works – Chlorine Contact Piping Project. In general work includes the supply of materials and installation for a serpentine-style chlorine contact piping and chlorine analyzer vault. Sealed bids or proposals will be received via the PennBid Program until 2:00 PM prevailing time, on Tuesday, September 1, 2026, and all such received bids will be read aloud at 6:30 PM on Tuesday, September 1, 2026, at the Madisonburg Water Works Administration Building office. Bid results will be available online at http://PennBid.bonfirehub.com following the meeting.
This Project is located between the Madisonburg Water Works Storage Tank and Water Treatment plant, located on the east side of State Route 445 in Miles Township, Centre County, Pennsylvania. The project includes the installation of approximately 1,030 linear feet of 12-inch PVC pipe, a chemical feed vault with a chlorine analyzer and sample tap, and additional 4-inch PVC pipe for tie-in and blowoffs. The project will be awarded to one (1) Contractor.

A non-mandatory pre-bid meeting will be held on-site to provide all bidders the opportunity to visit, view, inspect and ascertain the overall intent of the Project scope of work. The Pre-Bid Meeting will be held at the Madisonburg Water Works, 260 Madisonburg Pike, Madisonburg, PA 16852 at 10:00 AM on Wednesday, August 19, 2026. Owner will provide responses to all bidders' questions to all bidders present. Pre-bid conference questions and meeting minutes shall become part of all contract requirements.
A certified check or bid bond drawn to the order of Madisonburg Water Works in an amount equal to ten percent (10%) of the bid must be submitted with each proposal as bid security and received at Madisonburg Water Works Office with all other required bid documents prior to the Bid Opening. Bidders shall comply with all procedures and requirements of the Contract Documents.
Prior to the award of any Contract, the successful bidder shall furnish to the Owner Certificates of Insurance, Performance Bond, Labor and Material Payment Bond, Pennsylvania Steel certifications, and any other items as required by the Contract Documents. A satisfactory surety shall execute all bonds.
Bidders on all work will be required to comply with the Pennsylvania Human Relations Act No. 222. The Commonwealth of Pennsylvania, Department of Labor and Industry and Pennsylvania Prevailing Wage Determinations, which are included as, part of the Contract Documents. All required wage rates for this project and shall govern all work under this Contract. The Madisonburg Water Works is an Equal Employment Opportunity Employer.
Except as otherwise provided by law, no Bidder may withdraw a bid within sixty (60) consecutive calendar days after the actual date of the bid opening or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval of another governmental agency, the sale of bonds, or the award of a grant or grants.
The Madisonburg Water Works is a Pennsylvania Municipal Authority and subject to the Pennsylvania Right to Know Act. All prospective bidders shall execute a waiver of the Application of the Uniform Electronic Transactions Act, 73 P.S. §2260.101 et seq., and the Electronic Signatures in Global and National Commerce Act, 15 U.S.C.S. §7001 et seq.
The Madisonburg Water Works hereby reserves the right in its discretion, which is understood and agreed to by all bidders, to reject any and all bids submitted, and also reserves the right to waive any irregularities, omissions, mistakes, or informality in the Bidding Process. The Bid, if awarded, will be awarded at the sole discretion of Madisonburg Water Works at the lowest total cost to the best responsive and responsible Bidder based on a final review work to be awarded as selected by the Owner. All bidders must show adequate knowledge, experience and past projects in similar size and complexity. Loan closing for this project is scheduled for October 2026, notice to proceed for this project will be issued shortly after closing.
