REQUEST FOR PROPOSALS (RFP) Housing Rehabilitation Management Services in the Borough of State College The Borough of State College (Borough) requests sealed proposals for Housing Rehabilitation Management Services for three years for approximately 3 – 5 single family, and/or small multi-family, houses per year. Work involves: prepare scope of work and specifications coordinate with energy auditor and lead/asbestos/mold/radon testing agencies guide contractors through bid process conduct periodic construction observation Minimum requirements include construction and/or project management experience. Experience with federally funded housing rehabilitation is preferred including Community Development Block Grant (CDBG) and HOME Investment Partnership Programs. Those interested may request an RFP packet by email housing@statecollegepa.us. Addenda will only be issued to those registered with the Borough at housing@statecollegepa.us. An optional pre-proposal information meeting will be held on Aug. 27, 2026 at 2 p.m. at the State College Municipal Bldg., 243 S. Allen St., State College, PA (Room 241). Sealed proposals will be received at Planning Department, 243 S. Allen St., State College, PA, 16801 on or before 2:00 p.m. local prevailing time on September 16, 2026, at which time and place proposals will be publicly opened. Contract award is anticipated on October 5, 2026. The project is funded through the Community Development Block Grant and HOME Investment Partnership Programs and is subject to all related federal regulations. Minority and women owned businesses, and Section 3 businesses are encouraged to respond. The Borough of State College reserves the right to reject any or all proposals; waive any defects, errors, omissions, irregularities or informalities in the procurement procedure; hold proposals for a period not to exceed 45 days from the date of receipt prior to awarding the contract; and to accept any proposal or combination of proposals which it may deem to be in its best interest.
