REQUEST FOR PROPOSALS LEGAL SERVICES The Borough of State College is requesting proposals for legal services for Community Development Block Grant and HOME Investment Partnerships Programs for a one-year contract that may be renewed for up to 3 consecutive years, subject to the availability of grant funds. The scope of services requires a thorough understanding of, and experience with, municipal government, federal grant program regulations, real estate, labor standards, easements, community development, contract administration, procurement, etc. Compensation will be made on an hourly basis for variable hours per month as needed. Proposals will be received at the offices of the State College Borough Planning Department, 243 S. Allen St, State College, PA 16801, on or before 2:00 p.m. local prevailing time on Wed., August 19, 2026, at which time and place proposals will be available for public inspection. The Borough reserves the following rights: to reject any or all proposals; to waive any defects, errors, omissions, irregularities or informalities in a proposal or the procurement procedure; to negotiate the amount, manner and method of payment; to hold proposals for a period not to exceed 45 days from the date of receipt prior to awarding contracts; and to accept any proposal which it may deem to be in its best interest. No individual who is qualified and available to perform the required scope of work will be excluded from participation in, or otherwise discriminated against, on the basis of actual or perceived race, creed, color, familial status, religion, ancestry, age, sex, national origin, the use of a guide or support animals and/or mechanical aids, sexual orientation, gender identity or expression, marital status, mental or physical disability or source of income. Minority and Women Business Enterprises and Section 3 Business Concerns are encouraged to respond.
