REQUEST FOR PROPOSALS LEGAL SERVICES The Borough of State College is requesting proposals for legal services for Community Development Block Grant and HOME Investment Partnerships Programs for a one-year contract that may be renewed for up to 3 consecutive years, subject to the availability of grant funds. The scope of services requires a thorough understanding of, and experience with, municipal government, federal grant program regulations, real estate, labor standards, easements, community development, contract administration, procurement, etc. Compensation will be made on an hourly basis for variable hours per month as needed. Proposals will be received at the offices of the State College Borough Planning Department, 243 S. Allen St, State College, PA 16801, on or before 2:00 p.m. local prevailing time on Wed., August 19, 2026, at which time and place proposals will be available for public inspection. The Borough reserves the following rights: to reject any or all proposals; to waive any defects, errors, omissions, irregularities or informalities in a proposal or the procurement procedure; to negotiate the amount, manner and method of payment; to hold proposals for a period not to exceed 45 days from the date of receipt prior to awarding contracts; and to accept any proposal which it may deem to be in its best interest.
