LEGAL NOTICES NOTICE OF PUBLIC COMMENT PERIOD NOTICE OF PUBLIC HEARING Notice of Availability of a Substantial Amendment to the Borough of State College (Borough) 2026 Consolidated Annual Action Plan (AP) and 2025-2029 Consolidated Plan (CP) for Public Review and Comment State College Borough Council (Council) will consider revisions to the 2025-2029 CP and the 2026 AP regarding the proposed use of Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds as described below. Add the Bellaire Court Drainage Repair and Stabilization Project, a new project to improve drainage from the courtyard and repair stormwater related damage to rental housing building for the elderly to be funded through the reallocation of $245,000.00 in CDBG funds ($13,244.60 FY20, $1,605.00 FY21, $230,150.40 FY23) from the Bellaire Court Rehabilitation Project which is stalled by Build America, Buy America Act procurement compliance. Eliminate all CDBG funding for the 2026 Infrastructure Project which included replacement of 18 streetlights on the east side of Pugh Street south of Beaver Ave. to reduce the regulatory impacts on the street project and reallocate the $174,022 in FY26 funding to the Bellaire Court Rehabilitation Project. These changes will result in an overall reduction in the CDBG budget for the Bellaire Court Rehabilitation Project from $607,584.10 to $536,606.10. Allocate $8,692.66 in HOME recaptured funding received from the repayment of a homebuyer loan equally between The Home Foundation First Time Homebuyer and State College Community Land Trust Homebuyer programs. These actions will have no adverse effect on future grants. A copy of the proposed amendment will be available for inspection during regular business hours at the Planning & Community Dev. Dept., 243 S. Allen St., and at Schlow Centre Region Library, 221 S Allen St, State College, PA and at https://www.statecollegepa.us/426/CDBG-Citizens-Advisory-Committee from Jul 13 through Aug 11, 2026. Comments on the proposed amendments will be accepted during this time by email to planningdept@statecollegepa.us, or by mail to the Planning Dept, 243 S Allen St, State College, PA 16801. Notice of Public Hearing on Substantial Amendment Council is scheduled to hold a public hearing and later consider acting on the proposed substantial amendment during its meeting to be held both in-person and virtually at 7 pm on Aug. 17, 2026.
