LEGAL NOTICE Notice to the Public: Reauthorization of the Downtown State College Improvement District The State College Borough Council conducted public hearings at 7:00pm on Monday, May 11th and June 1st, 2026, to receive input from the community regarding the reauthorization of the Downtown State College Improvement District (DSCID) beyond its Dec. 31, 2026 sunset date. Established in 2002, the DSCID was renewed in 2007, again in 2021, and is now once again at the point of renewal, seeking a 10-year term. The reauthorization process marks a unique opportunity to evaluate the organization's efficacy, impact, and priorities. A revised Reauthorization Plan draft was presented at the hearing for public comment held on June 1st, 2026 and will serve as a visionary and strategic document to guide operations of the DSCID over the next 10 years. The Plan establishes a renewed path forward in service of the Downtown core's near- and- long-term vitality and its role as both an inclusive and vibrant urban neighborhood as well as a cultural and economic engine for the community. Per state law, a 45-day period following the June 1st public hearing will run through July 16th . During this time, property owners may review the Reauthorization Plan draft at the following link: https://www.statecollegepa.us/869/Downtown-State-College-Improvement-Distr Objections to the renewal must be signed and submitted in writing to the Office of the Borough Secretary (243 South Allen Street, 3rd Floor Administration Office) by 5pm on July 16th (office is normally open until 4:30pm M-F with the exception of July 16th ).
