Second Hearing for Reauthorization of the Downtown State College Improvement District
The State College Borough Council will conduct a public hearing at 7:00pm on Monday, June 1, 2026, to receive input from the community regarding the reauthorization of the Downtown State College Improvement District (DSCID) beyond its Dec. 31, 2026 sunset date. Established in 2002, the DSCID was renewed in 2007, again in 2021, and is now once again at the point of renewal, seeking a 10-year term.
The reauthorization process marks a unique opportunity to evaluate the organization's efficacy, impact, and priorities. A draft Reauthorization Plan was presented at a hearing for public comment held on May 11, 2026 and will serve as a visionary and strategic document to guide operations of the DSCID over the next 10 years. The Plan establishes a renewed path forward in service of the Downtown core's near- and- long-term vitality and its role as both an inclusive and vibrant urban neighborhood as well as a cultural and economic engine for the community.Revisions to the Reauthorization Plan will be presented at the June 1 hearing in response to public comment.
The Borough Council and DSCID staff invite you to attend the hearing to learn more about the DSCID's work and its refined priorities for the future, and to share your feedback. The hearing will be held in the Council Chambers of the State College Municipal Bldg at 243 S. Allen Street, State College, PA.
