Final Notice and Public Explanation of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain May 6, 2026 To: All interested Agencies, Groups, and Individuals This is to give notice that Centre County, under 24 CFR Part 58, has conducted an evaluation as required by Executive Order 11988 as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection, to determine the potential effect that its activity in the Federal Flood Risk Management Standard floodplain will have on the human environment for Community Development Block Grant activities under Contract No. C000091422, C000094818, and Local HOA. The proposed project is located at 118 Eagle Creek Lane, Julian, Union Township, Centre County, PA and is located in the Federal Flood Risk Management Standard (FFRMS) floodplain. The extent of the FFRMS floodplain was determined using a 0.2 percent flood approach. Centre County on behalf of the Eagle Creek Homeowners Association has allocated Community Development Block Grant (CDBG) entitlement funds, FFY 2024, C000091422, CDBG-Discretionary funds, FFY 2024, C000094818, and local Homeowners Association (HOA) funds in the amounts of $281,264, $1,152,027, and $146,000 respectively, to the Eagle Creek Water and Sewer Project occurring at 118 Eagle Creek Lane, Julian, Union Township, Centre County, PA. The proposed scope of work involves addressing the deteriorating conditions at the Eagle Creek Wastewater Treatment Plant by installing a new 4 inch force main originating from the facility's existing grinder pump. This force main will extend approximately 1,400 feet along the south side of the SEDA COG rail line before being directionally bored beneath the tracks to the north side of the tracks in Unionville Borough. From there, the line will continue to a Mid Centre County Authority manhole located on Main Street, adding an additional estimated 1,400 feet. Once completed, the new line will connect the system to a public sanitary sewer conveyance and treatment network. After the force main becomes operational, the existing Eagle Creek Wastewater Treatment Plant will be decommissioned and abandoned. To support these improvements, a new sanitary sewer pump station will also be constructed. The station will include a wet well, valve vault, pumps, guide rails, floats, fittings, a control panel, and a permanent backup generator equipped with an automatic transfer switch. Centre County has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial functions and intrinsic values of the existing floodplain: no new construction will occur in the floodplain, implementation of sedimentation controls during construction activities, returning all areas of earth disturbance to their original condition prior to final completion. Centre County acknowledges compliance with state and local floodplain protection procedures and will minimize any effect this project may have on the floodplain; the activity will conform to all applicable laws, regulations, and permits; upon completion, the site will be returned to its natural contours. Centre County has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 as amended by Executive Order 13690, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity will have no significant impact on the environment because there will be no change in the footprint of the floodplain and all areas of disturbance will be returned to their original condition. There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain, it must inform those who may be put at greater or continued risk.
