Hastings and University Student Housing Facility Component 3 Planning Module Public Notice NOTICE IS HEREBY GIVEN that GS Nittany Owner, LLC. has prepared one document entitled COMPONENT 3 PLANNING MODULE, dated April 2026 (The "Module"). The Module serves to evaluate the feasibility of providing public sewer service to the proposed Hastings and University Student Housing Facility (Development). Additionally, the Module evaluates upgrades necessary within the University Area Joint Authority's (UAJA) Puddintown Interceptor to maintain adequate capacity to convey flows from the Development. This Module will be revising the existing Act 537 Sewage Facilities Planning within State College Borough and College Township. Written comments are invited from the public. Such comments may be submitted until May 31, 2026, by mail to State College Borough at 243 S. Allen St., State College, PA 16801, or College Township at 1481 E. College Ave., State College, PA 16801. The Plan will be available for inspection on weekdays during regular business hours until May 31, 2026, at either of the aforementioned locations. Major recommendations of the Plan include: Construct a gravity main along SR 26 to convey sewage to the existing State College Borough public sewer system. Construct sewer laterals within the Development site to convey sewage to the proposed gravity main. Replace 15 linear feet of dual 18-inch sewer barrels and the subsequent 47 linear feet of 24-inch sewer with 24-inch PVC sewer within a section of the Puddintown Interceptor. IPL0334108 Apr 24 2026
