COLLEGE TOWNSHIP INVITATION FOR BIDS College Township will receive bids for the PARK AVENUE GLG TRAFFIC SIGNAL MODIFICATIONS project for the following intersections: Park Avenue (SR 3007) and I-99 SB/US 322 WB Park Avenue (SR 3007) and I-99 NB/US 322 EB Park Avenue (SR 3007) and Hospital Drive Park Avenue (SR 3007) and Fox Hollow Rd/Porter Rd Park Avenue (SR 3007) and Stadium West/Physical Plant Dr Park Avenue (SR 3007) and University Dr (SR 3022) University Dr (SR 3022) and Curtin Rd Bids will be received until 10:00 a.m. on Tuesday, May 12, 2026 by College Township, 1481 East College Avenue, State College, PA 16801. All envelopes containing bid proposals shall be clearly marked "PARK AVENUE GLG TRAFFIC SIGNAL MODIFICATIONS BID". Bids will be publicly opened and read aloud at that time. Copies of the Bidding Documents may be obtained at the office of Trans Associates Engineering Consultants, Inc., 4955 Steubenville Pike, Suite 400, Pittsburgh, PA 15205, upon a non-refundable payment of $50.00 for each set of plans and specifications. Digital copies are also available upon request at no fee. Digital plan requests can be sent to Nicholas Schaefer at schaefern@transassociates.com. A certified check or bank draft payable to the order of "College Township", or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount not less than ten percent (10%) of the total bid shall be submitted with each bid. All bids must be submitted on a lump sum basis. College Township reserves the right to reject any and all bids or to waive any informality in the bidding. Bidders must be pre-qualified by the Pennsylvania Department of Transportation and submit proof thereof with their bid. Pre-qualification codes P and P4 of bidders, as specified in Section 102.01 of Publication 408, are required on this project. Bidder shall comply with all state and federal laws prohibiting discrimination in hiring or employment opportunities. Pennsylvania prevailing minimum wage rates will apply. Bids may be held by College Township for a period not to exceed forty-five (45) days from the date of opening of Bids for the purpose of reviewing the bids and investigating the qualifications of Bidders prior to awarding the Contract.
