
Early Notice and Public Review of a Proposed
Activity in a Federal Flood Risk Management
Standard Designated Floodplain

This is to give notice that Centre County has determined that the following proposed action to be undertaken using Community Development Block Grant funds, Contract No. C000091422, C000094818, local HOA funds, is located in the Federal Flood Risk Management Standard (FFRMS) floodplain. Centre County will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Federal Executive Order 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project location is 118 Eagle Creek Lane, Julian, Union Township, Centre County, PA. The extent of the FFRMS floodplain was determined using a 0.2 percent flood approach.
Centre County on behalf of the Eagle Creek Homeowners Association has allocated Community Development Block Grant (CDBG) entitlement funds , FFY 2024, C000091422, CDBG-Discretionary funds, FFY 2024, C000094818, and local Homeowners Association (HOA) funds in the amounts of $281,264, $1,152,027, and $146,000 respectively, to the Eagle Creek Water and Sewer Project occurring at 118 Eagle Creek Lane, Julian, Union Township, Centre County, PA.
The proposed scope of work involves addressing the deteriorating conditions at the Eagle Creek Wastewater Treatment Plant by installing a new 4 inch force main originating from the facility's existing grinder pump. This force main will extend approximately 1,400 feet along the south side of the SEDA COG rail line before being directionally bored beneath the tracks to the north side of the tracks in Unionville Borough. From there, the line will continue to a Mid Centre County Authority manhole located on Main Street, adding an additional estimated 1,400 feet. Once completed, the new line will connect the system to a public sanitary sewer conveyance and treatment network. After the force main becomes operational, the existing Eagle Creek Wastewater Treatment Plant will be decommissioned and abandoned.
To support these improvements, a new sanitary sewer pump station will also be constructed. The station will include a wet well, valve vault, pumps, guide rails, floats, fittings, a control panel, and a permanent backup generator equipped with an automatic transfer switch.
The project site is approximately 2.48 acres and encompasses approximately 1.25 acres of the FFRMS floodplain. All areas of earth disturbance will be returned to their original condition, best management practices will be implemented during project activities, and native plant species will be planted or restored. There will be no change in the footprint as a result of the project, and it is anticipated that there will be no adverse effects to the floodplain.
There are three primary purposes for this notice. First, people who may be affected by activities in the floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about the floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal Government determines it will participate in actions taking place in the floodplain, it must inform those who may be put at greater or continued risk.

Issues raised during the course of the review will be integrated into the decision-making process. A notice describing the Centre County's findings and a public explanation of its decision will be published in this paper on or after May 6, 2026. After publication of that notice, a 7-day period will be permitted for public comment on the decision.
