Title V Operating Permit 14-00002
Under 25 Pa. Code §§ 127.424 and 127.521, the Department of Environmental Protection (DEP) is providing notification of the intent to issue a Title V Operating Permit authorization to Graymont (PA) Inc. for its Pleasant Gap, Bellefonte, and Con-Lime plant locations in Benner and Spring Townships, Centre County. The representative of the permittee to contact regarding this Title V Operating Permit application is Mr. John Maitland, Director, Corporate Affairs, Environment & Sustainability North America, 375 Graymont Road, Bellefonte, PA 16823.
Most remaining active sources are located at the Graymont (PA) Pleasant Gap plant, including but not limited to the lime manufacturing processes, Kilns no. 6, 7 and 8, Source IDs P408, P413 and P418, respectively. The ancillary operations include various stone and lime material handling, processing, and storage operations associated with Source IDs P275, P306, P308 through P310, P311, P313, P314, P320, P322, P322A, P323 through P326, P403, P404, P409 through P411 (including their required controls, such as baghouses and wet suppression); the Source ID P412 fuel handling equipment for the above rotary kilns (P408 and P413); the emergency diesel generators associated with Source IDs P321 and P328; the Source IDs P320A Cal-Ag diesel generator; and various Source ID 032 heaters and other small combustion sources.
Additionally, although small active heaters may still be in operation, the sources at the Bellefonte and Con-Lime plant locations are either permanently shut down or deactivated under maintenance plans submitted to the Department. The plans have been incorporated into this Title V Operating Permit authorization, in addition to facility changes since 2010. The type and quantity of pollutants emitted on a facility-wide PTE basis (ton/yr) are estimated to be: 1,067.9 ton/yr NOx; 913.5 ton/yr CO; 302.6 ton/yr SO2; <50 ton/yr VOC; <10 ton/yr single HAP; <25 ton/yr combined HAP; 996,590 ton/yr GHG (as CO2e); 204.9 ton/yr PM-10; 136.5 ton/yr PM2.5; and 334.5 ton/yr for PM (including filterable and condensable).
The Department previously published a Notice of Intent to Issue this Title V permit authorization and has not received any written comments after it was published in November 2023, except from the company. The October 2023 draft Title V Operating Permit application and authorization were revised based on the company's additional information, dated December 17, 2023, and January 29, 2026, and incorporate applicable Federal and State air quality regulatory requirements, including, but not limited to, the testing, monitoring, recordkeeping, reporting, and work practices derived from Pa. Code Chapters 121 through 145.
All pertinent documents used in the evaluation of the application are available for public review during normal business hours at the Department's Northcentral Regional Office, 208 West Third Street, Suite 101, Williamsport, PA 17701. Appointments for scheduling a review must be made by calling 570-327-3636.
Any person(s) wishing to provide the Department with additional information, which they believe should be considered prior to the issuance of this permit, may submit the information to the Department of Environmental Protection at the address shown in the preceding paragraph. A 30-day comment period from the date of this publication will exist for the submission of comments. Each written comment must contain the following:
Name, address and telephone number of the person submitting the comments.
Identification of the proposed permit (specify Permit No. 14-00002).
Concise statements regarding the relevancy of the information or objections to issuance of the permit.
A public hearing may be held, if the Department of Environmental Protection, in its discretion, decides that such a hearing is warranted based on the information received. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper or by the Pennsylvania Bulletin, or by telephone, where the Department of Environmental Protection determines such notification is sufficient.
