REQUEST FOR PROPOSALS (RFP)
Housing Rehabilitation Management Services
in the Borough of State College
The Borough of State College (Borough) requests sealed proposals for Housing Rehabilitation Management Services for three years (2026-2029) for approximately 3 – 5 single family, and/or small multi-family, houses per year. Work involves:
preparing scope of work and specifications
coordinating with lead/asbestos/mold/radon testing agencies and energy auditor
working with contractors through bid process
conducting periodic construction observation, etc.
Preferred experience includes construction and/or project management with housing rehabilitation projects funded with federal funds such as Community Development Block Grant (CDBG) and HOME Investment Partnership Program grants.

Interested companies that receive the RFP packet from a source other than the Borough MUST call 814-234-7100 to register. Any addenda will be issued only to those registered with the Borough as having received the RFP packet.
An optional pre-proposal meeting will be held on April 10th at 2 p.m. both virtually and in-person at the State College Municipal Bldg., 243 S. Allen St., State College, PA (Room 241). Contact the phone or email address above to receive a link to attend the meeting virtually.
Sealed proposals will be received at Planning Department, 243 S. Allen St., State College, PA, 16801 on or before 2:00 p.m. local prevailing time on April 21st, 2026, at which time and place proposals will be publicly opened. The Borough of State College anticipates awarding contracts in the week of May 4th, 2026.
The project is funded through the Community Development Block Grant and HOME Investment Partnership Programs and is subject to all related federal regulations. Minority and women owned businesses, and Section 3 businesses are encouraged to respond.
The Borough of State College reserves the right to reject any or all proposals; waive any defects, errors, omissions, irregularities or informalities in the procurement procedure; hold proposals for a period not to exceed 45 days from the date of receipt prior to awarding the contract; and to accept any proposal or combination of proposals which it may deem to be in its best interest.
