REQUEST FOR PROPOSALS (RFP) Lead, Asbestos, Radon, Mold, Pest, & Energy Audit Professional Services Related to Housing Rehabilitation in the Borough of State College The Borough of State College (Borough) requests sealed proposals for the six professional services listed below for housing rehabilitation for three years (2026-2029). Those interested may request a complete RFP packet by phone (814) 234-7100 from 8 a.m. to 5 p.m., Mon. – Fri. or email planningdept@statecollegepa.us. Interested companies that receive the RFP packet from a source other than the Borough MUST call 814-234-7100 to register. Any addenda will be issued only to those registered with the Borough as having received the RFP packet. An optional pre-proposal meeting will be held on April 10th at 11 a.m. both virtually and in-person at the State College Municipal Bldg., 243 S. Allen St., State College, PA (Room 241). Contact the phone or email address above for the link to attend the meeting virtually. Sealed proposals will be received at Planning Department, 243 S. Allen St., State College, PA, 16801 on or before 11:00 a.m. local prevailing time on April 21st, 2026, at which time and place proposals will be publicly opened. Proposals may be delivered, mailed, or submitted via email to housing@statecollegepa.us. Proposals are requested for six separate services: 1. Lead risk assessment and clearance testing 2. Asbestos identification and remediation 3. Radon testing and remediation recommendations with cost estimates 4. Mold inspection, remediation and clearance 5. Pest inspection for wood destroying insects and animals with recommendations and/or treatment and the potential for short and long-term monitoring 6. Energy audit, recommendations and cost estimates The Borough may elect to award one contract for all services, or multiple contracts for any combination of one or more services. The Borough of State College anticipates awarding contracts in the week of May 4th, 2026. The project is funded through the Community Development Block Grant and HOME Investment Partnership Programs and is subject to all related federal regulations. Minority and women owned businesses, and Section 3 businesses are encouraged to respond. The Borough of State College reserves the right to reject any or all proposals; waive any defects, errors, omissions, irregularities or informalities in the procurement procedure; hold proposals for a period not to exceed 45 days from the date of receipt prior to awarding the contract; and to accept any proposal or combination of proposals which it may deem to be in its best interest.
