NOTICE OF PUBLIC HEARING
Notice of Availability of a Substantial Amendment to the Borough of State College (Borough)
2026 Consolidated Annual Action Plan (AP) and 2025-2029 Consolidated Plan (CP)
for Public Review and Comment
State College Borough Council (Council) will consider a revision to the 2025-2029 CP and the 2026 AP regarding the proposed use of Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds as described below.
Reallocate $8,184.96 in FY2020 CDBG funding from the CV – Centre Safe: Program Operations project to the Bellaire Court Rehab Project.
Reallocate $6,709.30 in FY2020 CDBG-CV funding from the CV – Housing Transitions: Program Operations project and $37,945.13 in FY2020 CDBG-CV funding from the CV – Centre Safe: Program Operations project to the new Bellaire Court CV Project to improve air quality in community spaces and improve broadband infrastructure to meet HUD requirements.
Allocate $12,019.66 in HOME recaptured funding from the repayment of a homebuyer loan equally between The Home Foundation (THF) First Time Homebuyer (FTHB) and State College Community Land Trust Homebuyer programs.
Update the CP Priority Needs and Goals to reflect the projects included in the 2026 AP.
Amend the Borough of State College Homebuyer Programs Resale/Recapture Provisions to reflect THF's change from recapture to resale requirements during the HOME period of affordability for their FTHB program.
These actions will not affect future grants.
A copy of the proposed amendment will be available for inspection during regular business hours at the Planning & Community Dev. Dept., 243 S. Allen St., and at Schlow Centre Region Library, 221 S Allen St, State College, PA and at https://www.statecollegepa.us/426/CDBG-Citizens-Advisory-Committee from Mar. 19 through Apr. 17, 2026. Comments on the proposed amendments will be accepted during this time by email to planningdept@statecollegepa.us, or by mail to the Planning Dept, 243 S Allen St, State College, PA 16801.
Notice of Public Hearing on Substantial Amendment
Council is scheduled to hold a public hearing and later consider acting on the proposed substantial amendment during its meeting to be held both in-person and virtually at 7 pm on Apr. 20, 2026.
