NOTICE OF PUBLIC COMMENT PERIOD
Notice of Public Hearing on Program Performance
The Borough of State College (Borough) Community Development Block Grant (CDBG) Citizens' Advisory Committee (CAC) will hold a public hearing during its noon meeting on Mar. 11, 2026, at the Municipal Bldg, 243 S. Allen St., State College, PA. The purpose of the hearing is to receive comments from the public on the performance of the Borough's CDBG and HOME Investment Partnerships (HOME) Programs during the 2025 program year.
Citizens and interested parties are encouraged to participate by attending either in person at the Municipal Building or electronically at

Notice of Availability of the Borough's 2025 Consolidated Annual Performance and
Evaluation Report (CAPER) for Public Review and Comment
Federal regulations require all CDBG entitlement communities and HOME participating jurisdictions to prepare and submit to the U.S. Dept. of Housing and Urban Development (HUD) a CAPER which summarizes the annual expenditures and activities of the CDBG and HOME programs. The Borough is preparing its CAPER for the program year Jan. 1- Dec. 31, 2025. This report will be submitted to HUD on or before the close of business on Mar. 31, 2026.
Federal regulations require the CAPER to be made available to the public prior to its submission to HUD. From Mar. 13-27, 2026, copies of the 2025 CAPER will be available for public review during normal business hours at the Planning & Community Dev. Dept., 243 S. Allen St. and at Schlow Centre Region Library, 221 S. Allen St., State College, PA as well as online at www.statecollegepa.us. Written comments will be accepted during this time by email to planningdept@statecollegepa.us or by mail to the Planning Dept., 243 S Allen St, State College, PA 16801.
