S.R. 0045/3014 – Boal Avenue Crossing ARLE Project

Harris Township, with assistance from PennDOT through the Automated Red-Light Enforcement (ARLE) Grant Program, is currently in the preliminary engineering phase of the proposed pedestrian safety improvement project along S.R. 0045/3014 (Boal Avenue) at the intersection with Old Boalsburg Road and the PA Military Museum Driveway in Harris Township, Centre County, Pennsylvania. The purpose of the project is to address pedestrian-involved crashes and more safely accommodate pedestrians by creating an enhanced crossing with rapid flashing beacons, lighting, high-visibility crosswalk markings, and pedestrian crossing signage. The crossing project is adjacent to the PA Military Museum grounds and the 28th Infantry Division National Shrine, which are both public recreational and historic facilities that are provided protection under Section 2002 of the PA Code.
Construction of the enhanced crossing will require the acquisition of 0.105 acres (4,572 square feet) of temporary construction easement and a 0.008 acre (359 square feet) permanent signal easement, for maintenance of the signal equipment to be located on the PA Military Museum property. No permanent right-of-way will be acquired. All temporary encroachments will be removed and the area restored to the existing condition or better up on completion of construction. As per PA Section 2002, it has been determined that the project impacts will not adversely affect the activities, features, or attributes of the PA Military Museum and will therefore constitute a Section 2002 No Adverse Use.
