PUBLIC NOTICE
Pursuant to the "Noncoal Surface Mining Conservation and Reclamation Act" and the "Clean Streams Law" notice is hereby given that Glenn O. Hawbaker, Inc., 1952 Waddle Road, Suite 203 State College, PA 16803 has made application to the Pennsylvania Department of Environmental Protection (DEP) to revise existing Surface Noncoal Mining Permit No. 14900301 to include a request to deepen the quarry by 50 feet to an ultimate pit floor elevation of 850' MSL. A 3.7-acre portion of the permit area is also proposed for removal from the permit area, so bond release for that portion of the property is being requested. A revised NPDES permit application (PA0206229) is being submitted to reflect the new permit acreage. The mine site is located in Spring Township, Centre County, and is known as the White Rock Quarry. The permit area, encompassing 284.3 acres, can be accessed from 118 Bedrock Lane off State Route 64. The site is situated on the south/west side of Bedrock Lane. The receiving stream for this permit area is Logan Branch, which has a Chapter 93 Classification of High Quality -Cold Water Fishes – Migratory Fishes (HQ-CWF-MF) downstream from T-371 and CWF-MF upstream from T-371. No new discharges are proposed. The Mingoville and Centre Hall, Pa U.S. Geological Survey 7.5-minute topographic maps contain the area described. A copy of the application is available for public inspection at the Centre County Conservation District Office, 414 Holmes Street Suite 4, Bellefonte PA 16823. Written comments, objections, or a request for an informal conference or public hearing may be submitted to the DEP, Moshannon District Mining Office, 186 Enterprise Drive Philipsburg PA 16866, by February 27, 2026, and must include the person's name, address, telephone number, and a brief statement as to the nature of the objection(s).
