NOTICE OF PUBLIC MEETING
NOTICE IS HEREBY GIVEN that on June 16-17, 2026, at the Avila Lighthouse Suites Point San Luis Conference Room located at First & San Francisco Streets, Avila Beach, California, and at the Board of Supervisors Chambers, 1055 Monterey Street, in San Luis Obispo, California a public meeting will be held by the Diablo Canyon Independent Safety Committee (DCISC) in six sessions, at the times indicated, to consider the following matters.
You may also participate in the DCISC's public meeting in person or in real-time by accessing the Zoom webinar meeting via the weblink and the webinar ID given above or by calling any of the phone numbers provided at the top of this agenda. Instructions on how to access, view and participate in remote meetings are also provided by visiting the DCISC's home page at http://www.dcisc.org. Attendees can make oral comments or ask questions of the Committee Members during the webinar meeting by using the "Raise Your Hand" feature or by pressing *9 on your telephone keypad if joining by telephone only. If you are unable to participate in real-time, you may email to dcsafety@dcisc.org with the subject line "Public Comment Item#___" (insert the item number relevant to your comment) or "Public Comment – Non-Agenda Item." Comments will be reviewed and distributed before the meeting if received by Noon on Monday, June 15, 2026. Comments received after that will be addressed during the item and/or at the end of the meeting. All comments received will be read into and become part of the record, subject to a time limit determined by the presiding officer. Subject to the requirements to publish an agenda in advance, the Committee will have the option to modify its actions on items based on comments received.

1. Morning Session - (06/16/2026) – 8:30 a.m. Opening comments; receive public comments and communications to the Committee, public outreach, site visits to Diablo Canyon Power Plant (DCPP), other Committee activities, scheduling and confirmation of future fact-finding visits and public meetings, technical consultant rotation and assignments, guidance for preparation for and conduct of fact finding meetings, documents provided to the Committee; receive informational presentations requested by the Committee of PG&E related to plant safety and operations, including the State of the Plant including organizational changes, past and future activities, power history, significant equipment issues, significant humane performance issues, and other station activities since the DCISC's February 2026 public meeting, status of NRC Performance Indicators, Licensee Event Reports, NRC Inspection Reports and Notices of Violation, open issues raised by NRC resident inspectors, status of cross-cutting issues matrix, current and future license amendment requests, effects of recent NRC inspection program changes on the number and composition of inspections at DCPP and other regulatory issues; and report by Committee Technical Consultant on and approval of fact finding visit to DCPP conducted on March 18-19, 2026.
2. Afternoon Session - (06/16/2026) - 1:15 p.m. Committee member comments; receive public comments and communications to the Committee; presentations by the NRC's Resident Inspector for DCPP on the NRC's Annual Assessment of DCPP's End-of Cycle Performance for Calendar Year 2025, and by NRC Region IV, Division of Reactor Projects on the Changes to the Reactor Oversight Process Recently Approved by the U.S. Nuclear Regulatory Commission (NRC), and a presentation by the Honorable Robert J. Feitel, NRC Inspector General, on the Role of the Office of Inspector General in Overseeing the Work of the NRC; report by Committee Technical Consultant on and approval of fact finding visit to DCPP conducted on April 13-14, 2026; and nomination and election of DCISC Chair and Vice-Chair for the period July 1, 2026 – June 30, 2027.
3. Evening Session - (06/16/2026) - 5:00 p.m. Committee member comments; receive presentation by Committee Technical Consultant Dr. Thomas H. Jordan on the Seismic Review Team's Comments on the Supplemental Response from PG&E to the Nine Seismic Review Team Recommendations contained in the DCISC's 35th Annual Report and consider acceptance of SRT's Comments on PG&E's Supplemental Response to the Nine Recommendations and future Committee actions; receive informational presentations requested by the Committee of PG&E related to plant safety and operations, including an update on the scope and schedule for actions taken in response to the Nine Recommendations contained in the DCISC's Seismic Review Team Report and explaining how such actions will be Incorporated into DCPP's Long-Term Seismic Program, the purpose, organization, and status of Seismic Probabilistic Risk Assessment (SPRA) Programs at DCPP including how potential changes in Seismic Hazard Analyses (such as discussed in the DCISC's Seismic Review Team Report) affect SPRA results and how sensitivity analyses for such changes are performed; receive public comments and communications to the Committee.
4. Morning Session - (06/17/2026) - 8:30 a.m. Committee member comments; receive public comments and communications to the Committee, review of the Minutes of February 18-19, 2026 public meeting, report by Committee Technical Consultant on and approval of fact finding visit to DCPP conducted on May 6-7, 2026, Committee discussion of regulatory, administrative and financial matters, discussion of public outreach and engagement, interaction with governmental agencies, consideration of new Committee policies including Review of Fact Finding Reports and on Response to DCPP Emergencies, ratify and approve contract changes with Committee consultants and legal counsel, and other Committee business; receive informational presentations requested by the Committee of PG&E related to plant safety and operations, including plans for conducting Aging Management Inspections at the Independent Spent Fuel Storage Facility (Including Multi-Purpose Canisters) in Summer 2026.
5. Afternoon Session - (06/7/2026) - 1:30 p.m. Committee member comments; receive public comments and communications to the Committee; receive informational presentation requested by the Committee of PG&E related to plant safety and operations, including on the regulatory requirements and technical standards for the testing and analysis of Reactor Vessel Surveillance Capsule B and the planned submission of results to the NRC and the DCISC; review of Committee Open Items List and report on status of Committee recommendations, and wrap-up discussion by Committee members and confirmation of future site visits, study sessions and public meetings.
6. Evening Public Outreach Session - (06/16/2026) - 5:30 p.m. (or as soon as matters may be heard.) Committee members, Consultants and Counsel will hold a public outreach session and receive comments and questions and provide responses to any interested members of the public on matters concerning operational safety at Diablo Canyon Power Plant.
The meeting will be webcast in real time at: http://www.slo-span.org/ and through http://www.dcisc.org. The specific meeting agenda will be available at least 72-hours before the meeting and the agenda together with the staff reports and materials regarding the above meeting agenda items will be available for public review commencing Friday, June 12, 2026, at the Special Collections and Archives Department of the Cal Poly Library in San Luis Obispo and online at www.dcisc.org.
