NOTICE OF PUBLIC MEETING
NOTICE IS HEREBY GIVEN that on February 18-19, 2026, at the Avila Lighthouse Suites Point San Luis Conference Room located at First & San Francisco Streets, Avila Beach, California, a public meeting will be held by the Diablo Canyon Independent Safety Committee (DCISC) in five separate sessions, at the times indicated, to consider the following matters.
You may also participate in the DCISC's public meeting in real-time by accessing the Zoom webinar meeting via the weblink or meeting ID given below or by using any of the phone numbers provided. Webinar attendees can make oral comments or ask questions of the Committee Members during the webinar meeting by using the "Raise Your Hand" feature or by pressing *9 on your telephone keypad if joining by telephone only. If you are unable to attend or participate in real-time, you may email to dcsafety@dcisc.org with the subject line "Public Comment Agenda Item #___" (insert the item number relevant to your comment) or "Public Comment – Non Agenda Item." Comments will be reviewed and distributed before the meeting if received by noon on Tuesday, February 17, 2026. Comments received after that will be addressed during the item or at the end of the meeting subject to the time limit for public comment. Each session will include comments by the Committee Members and an opportunity for members of the public to address remarks to the Committee.

Morning Session - (02/18/2026) – 9:00 a.m. Opening comments; receive public comments and communications to the Committee, public outreach, site visits to Diablo Canyon Power Plant (DCPP), other Committee activities, scheduling and confirmation of future fact-finding visits and public meetings, documents provided to the Committee; receive informational presentations requested by the Committee of PG&E related to plant safety and operations, including the State of the Plant including organizational changes, past and future activities, power history, results of refueling outage 2R25, significant equipment issues including Unit 1 feedwater heater leak, human performance issues, and other station activities since the DCISC's October 2025 public meeting, update on the status of NRC Performance Indicators, Licensee Event Reports, NRC Inspection Reports and Notices of Violation, open issues raised by NRC resident inspectors, status of cross-cutting issues matrix, current and future license amendment requests and other regulatory issues; and report by Committee Technical Consultant on and approval of fact finding visit to DCPP conducted on December 2-3, 2025.
Afternoon Session - (02/18/2026) - 1:15 p.m. Committee member comments; receive public comments and communications to the Committee; receive informational presentations requested by the Committee of PG&E related to plant safety and operations, including an update on planning for extended operations including status of license renewal and state and local permitting, project planning and staffing; reports by Committee Technical Consultants on and approval of fact finding visits to DCPP conducted on December 15-16, 2025, and January 20-21, 2026, and review of the Minutes of October 22-23, 2025 public meeting.
Evening Session - (02/19/2026) - 5:00 p.m. Committee member comments; receive informational presentation requested by the Committee of PG&E on PG&E's evaluation of and response to Recommendations made by the DCISC's Seismic Review Team included as Recommendations P/SRT-1 through P/SRT-9 in the Committee's 35th Annual Report, and receive public comments and communications to the Committee.
Morning Session - (02/19/2026) - 8:15 a.m. Committee member comments; receive and discuss PG&E's Response to DCISC 35th Annual Report on the Safety of Diablo Canyon Operations: July 1, 2024 – June 30, 2025, including a discussion with the Seismic Review Team concerning PG&E's response to Recommendations P/SRT-1 thru P/SRT-9; Committee discussion of regulatory and administrative matters including funding for current and future activities, consideration of Committee Policies on DCPP Emergencies and a Process Map for addressing Recommendations, Concerns, Conclusions, and Observations, ratification of two Agreements for Consulting Services, review of Committee Open Items List and report on status of Committee recommendations, and wrap-up discussion by Committee members and confirmation of future site visits, study sessions and public meetings.
NOTICE IS HEREBY FURTHER GIVEN that on February 19, 2026, starting at 11:30 a.m. the Members of the DCISC will conduct an inspection tour of certain accessible areas of DCPP. This tour, which will take approximately four hours, was previously advertised to the public. Because the plant is an operating nuclear power plant the number of participants was limited and space has been assigned on the basis of prior reservation taken on a first-come, first-served basis. Prior clearance of all public attendees is required in compliance with rules of the NRC. In the alternative if security considerations preclude the public tour on February 19th, the DCISC may convene an informal presentation and question and answer session at the Point San Luis Conference Room, First and San Francisco Streets, Avila Beach, CA.

The specific meeting agenda will be available at least 72-hours before the meeting and the agenda together with the staff reports and materials regarding the above meeting agenda items will be available for public review commencing Monday, February 16, 2026, at the Special Collections and Archives Department of the Cal Poly Library in San Luis Obispo and online at www.dcisc.org.
