PUBLIC NOTICE Public Scoping Meeting and Notice of Preparation of Environmental Impact Report (EIR) San Luis Obispo Council of Governments Regional Transportation Plan Public Scoping Meeting: The San Luis Obispo Council of Governments (SLOCOG) will hold a virtual public hearing on February 11, 2026 at 5:30 p.m. to 6:00 p.m., to receive public input on scoping of the Program Environmental Impact Report (PEIR) for the SLOCOG 2027 Regional Transportation Plan and Sustainable Communities Strategy (RTP&SCS). The virtual public hearing will be held on Teams; please register at: https://bit.ly/2027RTPNOP. Notice of Preparation (NOP): The NOP to prepare a PEIR is being issued on January 15, 2026, with a 30-day comment period. Comments must be provided to SLOCOG no later than 5:00 p.m. on February 17, 2026. The NOP is being issued to resource agencies and the public to solicit comments that will assist with preparation of the Draft PEIR and in the preparation of the 2027 RTP. The NOP requests feedback on significant environmental issues and reasonable alternatives and mitigation measures to be explored in the Draft PEIR. The public scoping meeting is one opportunity to provide feedback. The 2027 RTP addresses transportation needs in San Luis Obispo County. The RTP is a federally mandated, comprehensive, long-range (20+ year) regional transportation plan. The Sustainable Communities Strategy (SCS) is a state-required key element of the RTP, intended to address the issue of climate change, consistent with the California Global Warming Solutions Act of 2006 (AB32) and SB 375 (2008).The stated purpose of the project (2027 RTP) is to guide transportation planning and programming by setting priorities for transportation projects and associated funding for implementation.
