NOTICE OF AVAILABILITY OF RECIRCULATED DRAFT ENVIRONMENTAL IMPACT REPORT (EIR) (SCH# 2018011012) To: California State Clearinghouse, State Responsible and Trustee Agencies, federal agencies, county clerks, local jurisdictions, and interested individuals and organizations Subject: Notice of Availability of Recirculated Draft EIR for public review to receive comment on the California Department of Parks and Recreation (DPR), Oceano Dunes District Habitat Conservation Plan (HCP) Recirculated Draft EIR Lead Agency: DPR is the lead agency under the California Environmental Quality Act (CEQA) for the Recirculated Draft EIR. Applicant: DPR, Oceano Dunes District, 340 James Way, Ste. 270, Pismo Beach, CA 93449 Project Location: Pismo State Beach (SB) and Oceano Dunes State Vehicular Recreation Area (SVRA) in San Luis Obispo County, California Project Description: DPR has prepared an updated HCP to support its application for an incidental take permit (ITP) under the federal Endangered Species Act for park units managed by the Oceano Dunes District. The HCP covers 5,005 acres and will allow DPR to operate Oceano Dunes SVRA and Pismo SB in a manner that benefits numerous sensitive species while ensuring consistency with the Federal Endangered Species Act. The public will be able to continue enjoying these park units while DPR implements substantial endangered species management programs for the next 25 years. The HCP addresses the following species: the federally-threatened western snowy plover and California red-legged frog; the federally-endangered California least tern, tidewater goby, marsh sandwort, La Graciosa thistle, Nipomo Mesa lupine, and Gambel's watercress; and the federally-proposed as threatened southwestern pond turtle and western spadefoot; as well as two plant species solely listed under the California Endangered Species Act (surf thistle and beach spectaclepod). Anticipated Significant Environmental Effects: The Recirculated Draft EIR identifies potentially significant air quality impacts associated with the proposed new project activities. All impacts can be reduced to less than significant through mitigation measures. REQUEST FOR COMMENTS: The Recirculated Draft EIR is available for public review and comment, beginning November 24, 2025. Your response must be sent at the earliest possible date, but no later than 5PM, January 23, 2026. Pursuant to State CEQA Guidelines Section 15088.S(f)(2), CDPR is recirculating the entire Draft EIR and requests that reviewers submit new comments.
