ORDINANCE NO. 2025-03 AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE OCEANO COMMUNITY SERVICES DISTRICT AMENDING THE DISTRICT CODE CHAPTER 6.12.100 CROSS-CONNECTION WHEREAS, the Oceano Community Services District has an adopted Cross-Connection Control Plan (CCCP), which establishes cross-connection by ordinance for District services; and WHEREAS, the Oceano Community Services District has determined that the Cross-Connection Control Plan (CCCP) is to be adopted by Ordinance in order to ensure that the District's code supports the CCCP; and WHEREAS, the Oceano Community Services District has determined that it is appropriate to adopt the CCCP to amend the code; and NOW, THEREFORE, the Board of Directors for the Oceano Community Services District DOES HEREBY ORDAIN as follows: SECTION 6. Chapter 16.12.100 of the Oceano Community Services District Code is hereby amended to read in its entirety as follows: SECTION 6.12 Maintenance Of Service Connections, Meters And Housings Section 6.12.100 Cross Connections Cross connections of any type which may permit a backflow of water from a supply other than that of the District into the District's mains are prohibited. Any connection constituting a potential backflow hazard is permissible only to the extent approved by the District and shall be protected by an approved backflow device. Since the hazard of potential pollution is created by operations on the property, the expense of installation and maintenance of said devices shall be paid by the customer. Such a connection shall at all times be subject to inspection for possibility of backflow. Enforcement is outlined in the District's Cross-Connection Control Plan, effective July 1, 2025, as shown in "Exhibit A." Reimbursable costs billed to a customer in violation of this Ordinance, shall be subject to the lien procedure set forth in District Code 6.10.050. INTRODUCED at a regular meeting of the Board of Directors held on the 13th day of August 2025, and PASSED, APPROVED, and ADOPTED by the Board of Directors of the Oceano Community Services District, this 10th day of September 2025, by the following roll call vote, to wit: AYES: Director Villa, Vice President Rose, Director Austin, Director Joyce-Suneson and President Gibson.
