REQUEST FOR BIDS (RFB) NOTICE
RECEIPT OF BIDS: Sealed Bids will be received at the office of the Central Coast Water Authority, at 255 Industrial Way, Buellton, California 93427, until 3:00 p.m. on Tuesday, September 16, 2025, for the "Riser Replacement Project – Phase 2".
DESCRIPTION OF WORK: The WORK includes maintenance on an existing buried steel potable water pipeline in below-grade vaults and above-ground air release valves. Areas where work on the pipeline is required are in both buried concrete vaults and small above-grade riser cans. Work in the vaults will be under the Contractor's confined space permit. Services required include coating removal, surface preparation and application, welding, minor excavation and backfill, removal and replacement of air and vacuum valves and piping (ranging in size from 3" to 12"), isolation valves assemblies and replacement of 24" manways along with minor concrete removals and replacement, and all other WORK required in accordance with the Contract Documents.
SITE OF WORK: The site of the WORK is located in Buellton, CA, and extends from approximately 12 miles west of Highway 101 to approximately 7 miles east of Highway 101 and is adjacent to Highway 246. The work areas are accessible via paved and dirt access roads and within CCWA's existing easement.
SUBSTANTIAL COMPLETION OF WORK: The WORK must be completed within thirty-seven (37) working days after the commencement date stated in the Notice to Proceed, which is scheduled to be issued on October 3, 2025. WORK on the pipeline must be conducted during the 2025 Coastal Branch outage, which is scheduled to begin on Monday, October 27, 2025, and end on Friday, November 7, 2025.
OPENING OF BIDS: The Bids will be publicly opened and read at 3:00 p.m. on Tuesday, September 16, 2025, at the above-mentioned location for receipt of Bids.
OBTAINING CONTRACT DOCUMENTS: The Contract Documents are entitled "Riser
Replacement Project – Phase 2". The Contract Documents may be obtained at the office of the

BID AND BID SECURITY: The bid must be submitted on the forms provided and must be
accompanied by a bid guarantee. The bid guarantee must be in the form of a certified check,
cashier's check, or bid bond, which serves as a guarantee that the bidder will, if successful,
promptly comply with the Instructions to Bidders and execute the Agreement and furnish bonds as required by the specifications. The bid guarantee shall not be less than ten percent (10%) of the total amount of the bid and shall be payable to the Central Coast Water Authority. Certified checks submitted by the recipient of the Notice of Award will be deposited when received and refunded upon receipt of a Performance Bond and Payment Bond. A bid will not be considered unless one of the allowed forms of Bidder's Security is enclosed with it.
PRE-BID CONFERENCE. Prospective bidders are encouraged to attend an optional pre-bid
conference and pre-bid tour of the proposed work sites, which will be conducted by the OWNER at 9:00 a.m. on Thursday, September 4, 2025, at the Owner's Santa Ynez Pump Station located at 2800 Mesa Verde Road, Santa Ynez, CA 93460. Central Coast Water Authority staff will be
present to conduct a tour of the site and facilities and answer questions.

INTERPRETATION OF CONTRACT DOCUMENTS: No oral interpretation will be made to any
Bidder as to the meaning of the Contract Documents. Requests for an interpretation shall be made in writing and delivered to Chris Wall, 255 Industrial Way, Buellton, CA 93427, no later than five (5) days before the time for opening the Bids. Interpretations of the Contract Documents will be in the form of an addendum to the Contract Documents and, when issued, will be sent as promptly as practical to all parties to whom the Contract Documents have been issued. All such addenda shall become part of the Contract.
BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of sixty (60) calendar days from the date of bid opening.
CONTRACTOR'S LICENSE CLASSIFICATION: In accordance with the provisions of California
Public Contract Code Section 3300, the OWNER has determined that the Bidder shall possess a valid Class A, General Engineering Contractor license at the time of the bid opening and at all times during performance of the WORK. Failure to possess the specified license shall render the Bid as non-responsive and shall act as a bar to award of the Contract to any bidder not possessing such license at the time of the bid opening.
