Summary of proposed changes
Commuter
Currently, when riding Roseville Transit's commuter service, Roseville residents with a valid form of ID pay $3.25 per ride, which is a $1.25 discount from our standard $4.50 fare. Staff is proposing a flat $4.00 fare for residents and non-residents alike, which will eliminate the need for an ID when riding. Alongside this change, staff is proposing a 30-day pass for $135.00 to align this offering with our single fare rate. These amendments are consistent with the adopted service plan in the City's COA. The amendments provide a nominal change in price for both residents and non-residents while removing the administrative barriers of needing to obtain and maintain a valid resident ID card. If approved, this price change would go into effect beginning January 1, 2027.
Local
No Changes are proposed.
Arrow
Roseville Transit's on-demand Arrow service currently costs $3.75 per ride. However, riders with a valid ADA or senior ID pay $2.50 per trip. Currently, passengers can ride Arrow anywhere within the city limits. While this has been extremely successful, reliability has become a concern with many passengers having to wait multiple hours for an available ride. As part of the COA, in an effort to provide more reliable Arrow service and better allocate limited vehicle resources, this on-demand service will be split into three specific zones within the City. In many cases, this will require riders to transfer to or from an Arrow vehicle to a fixed route bus to extend their trip beyond their initial zone. To account for the increased number of transfers that will likely be required, staff is proposing a flat fare of $2.50 per ride. Also, seniors and ADA passengers will not be required to utilize the zone system and can maintain the current ability to go anywhere in Roseville with a single ride. These Arrow changes are consistent with the adopted service plan in the approved COA. If approved by the Council, this portion of the amendment will take effect on September 1, 2027.
Rapid Link
The updated Municipal Code includes a $2 fare for Rapid Link. This regional bus service launched October 1, 2026, and will offer free fares until March 1, 2027. If approved, this fare will take effect on March 1, 2027.
