Notice of AVAILABILITY Notice of AVAILABILITY San Juan Unified School District Rio Americano High School Stadium Improvements Project Draft Environmental Impact Report Notice Date: September 2, 2026 To: All Interested Parties NOTICE is hereby given that the San Juan Unified School District ("San Juan Unified" or "the District"), as lead agency under the California Environmental Quality Act (CEQA), has prepared a Draft Environmental Impact Report (Draft EIR) for the proposed Rio Americano High School Stadium Improvements Project ("project" or "proposed project"). The Draft EIR evaluates the potential environmental effects associated with implementation of the proposed project and identifies mitigation measures, where applicable. Project Title: Rio Americano High School Stadium Improvements Project State Clearinghouse Number: 2026010094 Assessor's Parcel Number: 292-0210-019-0000 Project Location The project site is the existing Rio Americano High School campus property, which is situated in unincorporated Sacramento County, east of the Sacramento City limits, in the developed Arden-Arcade community at 4540 American River Drive, Sacramento, CA 95864. The project site is bounded by American River Drive on the north, residences adjacent to Whitehall Way on the east/northeast, residences adjacent to Morris Drive on the southwest, and a flood control levee north of the American River and the American River Parkway beyond that on the south. Most of the campus would not be affected by the proposed improvements. The focus of improvements would occur in the area of the existing Raider Stadium and associated paved pedestrian access routes between the stadium and parking areas. Project Description The proposed project consists of improvements to the existing Rio Americano facilities, including installation of new high-mast light standards, removal of existing bleachers and installation of new and expanded bleacher seating, an upgraded public address system, and a new press box. New light standards would also be installed along the existing paved fire lane between the stadium and the main campus parking lot to provide pedestrian safety. The high-mast light standards would be installed to light the field, and would replace the current field lighting provided by portable diesel-powered lights. The project proposes four light standards, two on each side of the field (north and south), and each would be 80 feet tall. Six new 15-foot-tall light poles would be installed between the south end of the existing main parking lot and the field, along the paved fire lane, for pedestrian safety. New bleacher seating on the north and south sides of the stadium would accommodate up to approximately 2,575 people. A new press box would also be installed atop and central to the bleacher seating on the south (home side) of the stadium. Two existing Sacramento Metropolitan Utility District (SMUD) wood light poles within the campus fire lane (which would be used for pedestrian ingress and egress) would be removed. Summary of Impacts The Draft EIR evaluates all potential adverse environmental impacts attributable to the proposed project. The Draft EIR identifies that implementation of the project would result in significant and unavoidable impacts related to construction and operational noise and cumulative noise. Even with application of mitigation measures identified, these impacts would remain significant and unavoidable. The Draft EIR identifies that implementation of the proposed project would result in less than significant or less than significant with mitigation impacts related to aesthetics, air quality, biological resources, cultural resources, energy, geology, soils, paleontological resources, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use and planning, mineral resources, vibration, recreation, transportation, tribal cultural resources, and utilities and service systems. The Draft EIR addresses alternatives, cumulative effects, growth inducing effects, and all other applicable impacts and topics, as required by CEQA. The project site is not on the Cortese List, and there are no Cortese-listed hazardous materials sites within approximately 1 mile of the project site. Review of and Public Comment on the Draft EIR: The Draft EIR, as well as other information and details about the project, may be reviewed online at: sanjuan.edu/riostadium. The review period for the Draft EIR begins September 2, 2026 and ends October 16, 2026. The District invites agencies, organizations, and interested members of the public to submit comments on the Draft EIR. Comments should focus on the adequacy of the environmental analysis, including the identification and evaluation of potential environmental impacts, mitigation measures, and alternatives. Written comments must be received by October 16, 2026.
