Notice of Intent to Adopt a Mitigated Negative Declaration for the Morrison Creek and Beach Lake Levee Project, Sacramento Area Flood Control Agency SAFCA proposes to provide a benefit to the flood control system by constructing improvements to the Morrison Creek and Beach Lake levees. The project would raise approximately 17,550 linear feet (LF) (or 3.3 miles) of the existing levees, by regrading the existing levee crowns and performing minor landside slope fills; removing and replacing approximately 1,279 LF of existing floodwalls, and constructing an additional 437 LF of new floodwall; landside slope flattening, repair of an existing Union Pacific Railroad stoplog structure, construction of a new levee turnaround, and nature-based solutions enhancing the ecological function and long-term resilience of the levee system. The IS/MND identifies potentially significant impacts related to the proposed project. All potentially significant impacts are reduced to less-than-significant levels with implementation of mitigation measures identified in the Initial Study. The project site does not appear on the Cortese List. The IS/MND is being circulated and is available for public review and comment for a 30-day period beginning on August 6, 2026 and ending on September 7, 2026.
