NOTICE OF PUBLIC HEARING PLACER COUNTY PLANNING COMMISSION WHERE: Planning Commission Hearing Room - 3091 County Center Drive, Auburn, CA 95603 WHEN: August 13, 2026, 9:00 AM or as soon thereafter SUBJECT: Group Home Zoning Text Amendments (PLN25-00260), All Supervisorial Districts NOTICE IS HEREBY GIVEN that the Planning Commission will conduct a public hearing at the above place and time to consider a recommendation from the Planning Services Division, and make a recommendation to the Placer County Board of Supervisors, to adopt: an ordinance to amend Placer County Code Chapter 17 (Zoning Ordinance), a resolution and ordinance to amend Placer County Government Center Master Plan (PCGC), and a resolution and ordinance to amend Sunset Area Plan (SAP), pertaining to group homes. The proposed amendments to Placer County Code Chapter 17 constitute a countywide zoning text amendment intended to implement Housing Element Program HE-42 (Group Homes) and to ensure consistency with applicable State housing laws regarding group homes and the requirement to affirmatively further fair housing. These efforts also require amendments to PCGC and SAP to achieve consistency among the County's land use regulations. Collectively, these changes include, but are not limited to, clarifying that in residential districts, certain group homes are treated as single family units and that other group homes serving more than six residents may operate with the approval of a minor use permit. The Planning Commission will also consider recommending that the Board of Supervisors make a finding of Statutory Exemption pursuant to Section 15061(b)(3) of the California Environmental Quality Act Guidelines.
