NOTICE OF PUBLIC HEARING PLACER COUNTY PLANNING COMMISSION WHERE: Planning Commission Hearing Room - 3091 County Center Drive, Auburn, CA 95603 WHEN: August 13, 2026, 9:00 AM or as soon thereafter SUBJECT: Emergency and Supportive Housing Zoning Text Amendments – (PLN25-00258), All Supervisorial Districts NOTICE IS HEREBY GIVEN that the Planning Commission will conduct a public hearing at the above place and time to consider a recommendation from the Planning Services Division, and make a recommendation to the Placer County Board of Supervisors, to adopt: an ordinance to amend Placer County Code, Chapter 17 (Zoning Ordinance), a resolution and ordinance to amend the Placer County Government Center Master Plan (PCGC), and a resolution and ordinance to amend the Sunset Area Plan (SAP), pertaining to emergency shelters, low barrier navigation centers, and supportive housing. The proposed amendments to Placer County Code Chapter 17 constitute a countywide zoning text amendment intended to implement Housing Element Program HE-41 (Emergency Shelters and Supportive Housing) and to ensure consistency with State housing laws regarding emergency shelters, supportive housing, and low barrier navigation centers and to help affirmatively further fair housing. These efforts also require amendments to PCGC and SAP to achieve consistency among the County's land use regulations. Collectively, these changes include, but are not limited to, clarifying that in mixed-use and multifamily zoned districts these emergency shelter, supportive housing and low barrier navigation uses are subject to a streamlined review process using objective standards. The Planning Commission will also consider recommending that the Board of Supervisors make a finding of Statutory Exemption pursuant to Section 15061(b)(3) of the California Environmental Quality Act Guidelines.
